I understand why this was suggested, but then new players should never join xiv since they would have no rollover from day 1 and would never be able to catch up.
Current system aim to keep players play the game, at least for some time a week.
I guess with the rollovers, you could pause playing for a month and still have progresses. The lesser players play, the easier existing players will quit the game.
I've got a solution for people who can't get (always) all their tomes in one week:

Honestly, it hadn't even occured to me to whinge if I couldn't get all my tomestones in one week, this thread is depressing :| (well the idea, fair enough, but again it's peoples responses and the self-entitledness that drags it down)
If you don't have the time to cap in one week then I would contest that you don't have the time to put a serious effort into what the gear is intended for in the first place which is raiding BC (and making that effort easier/carrot on the stick). Even discounting the duty roulette giving you 90 in one go, and lets just fall back on the very easy to obtain 15 minute WP speed run (you have to get in a very bad group to not get 15 min.) 30 myths, every 15 minutes and you will cap in about 4 hours (current cap). Is that the most boring 4 hours of your life? yeah, probably... which is why I am really glad you have a bunch of other options, but if you cannot put 4 hours a week into this game, then you probably don't need the gear that you are "grinding" to obtain, therefore you won't really be "falling behind".
The only people that are going to car how much level 90 gear you have, is going to be a BC group, and likely a T5 BC group at that, since you can easily clear through T4 with your entire group sitting on just level 70 stuff. If you want to down the T5 content, you still have another 3 months before it finally become "outdated" and you would technically "fall behind", and at that, they will be adding in a method to clear BC T1-5 much easier come 2.2. So even being "behind" you will still be able to get through the content.
Bottom line, there is no reason for this to change, and I agree with their stance.
You already have to do 15 dungeon runs a week to cap. Would you really want a rollover so you have to do 30 or more runs a week to catch up?
I don't see the harm in doing it really. I personally don't care.. I can do the 450, but it would be nice if I was able to say... do them every other week so I don't miss out. I can understand people wanting it.
I really love the semi-recent trend of throwing "entitled" into a sentence when arguing against something. No, really - I absolutely love it. Do you have any idea how much time is saved reading wasteful words when you just stop there?
Then can you add a feature that will give me max tome stones with a click of a button. I don't have the time to play this game as you currently designed it and that's clearly unfair to me that others can and omg don't get me on how long it takes to level up a job ahhhh.... /sarcasm off
Agree with the no-rollover thing. It won't stop you falling behind as you're already missing out on potential drops from raids and if you can't make it on every week repeatedly, then you're unlikely to be all that competitive anyway.
Job-specific tomes are something I hope never make it into this game ever.
The leve style allowance for tomes doesn't sound promising either, but maybe could work for CT drops where you could theoretically run it endlessly and not get a drop for that week and waste your allowance.
New dungeons drop 50 tomes, so you only have to run 9 dungeons at most. That's excluding the 250(?) you can get from raids each week, and 280 tomes available from high-level duty roulette dailies. Running 1 dungeon a day and no raiding will bring you to myth cap. With 2.1 you'll probably be throwing away free tomes now.
