    I think they just want all of them to be top dog:

    Story: Ifrt -> Titan -> Garuda
    HM: Ifrit -> Garuda -> Titan
    EM: Garuda -> Titan -> Ifrit

    Now after this each one will have been the hardest. Just my theory.
