Personally I see lockouts as necessary to prevent content from being depleted faster than new content can be developed, as annoying as a lockout can be.
Personally I see lockouts as necessary to prevent content from being depleted faster than new content can be developed, as annoying as a lockout can be.

They could hire more people to produce content, which could make the game more fun and interesting in turn drawing more people to play. I only see lockouts as an annoyance forcing players to game when and how they want. Sure you can play it whenever, but only within said time frame.
