Ya I'm pretty sure they are not going to increase the level cap in 2.1 so very very unlikely.

we will probably increase the level cap at the same time.

Means they may or may not raise it (High Probability that it will happen). But vague is vague ( SE finest trait!) Besides, to some people this game is 3 years old and should get a cap raise sometime soon 2.1 or 2.2.

Besides Yoshi said it himself:

we will introduce them through patches because all of the Legacy players have level 50 jobs anyway.

Because of all the legacy players having level 50 jobs. Which makes me believe, he wants to give Legacy players "leveling content" and not wait to expansions when they normally happen. ( Probably get more Jobs anyhow come expansion time)

Musketeer is already in the game prepared and all, just needs the NPC and quests that revolve around Musketeer.
