
Not as strong as Bahamut, the attempt by the twelve to reseal him failed.

Also there was a theory posed on this forum somewhere that the twelve could be allagans but who knows.

Actually... if you watched.. the summoning and/or sealing never got a chance to finish. So we don't even know what they are fully capably of.
Luisoix was the one casting the spell to seal Bahamut and call the twelve.
Though yes Bahamut is a Mega Primal or whatever its called so he is very very strong indeed.

Before that idea goes too far in either direction, you should note that the Twelve weren't summoned. Their strength was conjured and tapped into, but Louisoix stopped short of summoning any more than that. That's why the ritual failed - he underestimated what was needed. If the Twelve were fully summoned, they'd have succeeded in binding him - but possibly at the cost of bleeding the planet dry, which is the outcome they were trying to prevent by sealing him in the first place.
