I have a 6970 and I have the same issue with borderless windowed mode. Someone told me the latest CCC download fixed it for them, but it's possible they play in fullscreen. Sounds like a borderless windowed specific problem.

Yep, this is pretty much what happens. I get great FPS but the skip is still there regardless.Have the same issue on my 6870, I have tired RadeonPro, various CCC setups but I still get the stutter. It's mostly in the Black Shroud areas, some are worse than others. I've also tried it with 13.9, 13.10 beta drivers and so on.
Fullscreen is the worst for me, maximized windowed works best at 60 limiter most everywhere except Black Shroud. Hope this gets fixed soon, either by SE optimizing stuff or them working hand in hand with AMD to get a good driver that works. Most other places run almost flawlessly, even crowded cities run smooth.
Also to note, I have no issues in any other game. Another thing is the fps is always high even though the game skips, no drops in fps or anything. Can sit at 60-70 fps with the limiter on and it still skips and jerks from time to time. Seriously ennoying.
Idk. I guess it's just the way some games runs. When in windowed mode, I have this problem in several games with my 7950. It doesn't really bother or affect me much though.
I'm using a 5870. It rarely stutters. I tried a GTX680, it stuttered awful. I posted my own findings in a separate discussion. And I found the GTX did not stutterer nearly as badly when in a window or borderless window than it did when in full-screen mode. This is just the opposite of your experience, so go figure. But windowed more did not eliminate the stutter, and was never as smooth as the 5870 despite having an average higher frame rate.
I do not have CCC installed, just the display driver. And the driver version is 8.753.0.0 according to the Windows Device Manager but I don't beleive drivers are the issue either.Though it's possible that a driver with specific fixes for the game is released (that's all new driver releases are, really).

Neither ATI nor nVidia has fully supported WHQL drivers for FFXIV. I'm going to assume it might be made available soon, but I think the problem may lie with SE not submitting their final codes to those respective graphic card companies in order for them to produce a stable, quality driver release. Either that or SE's DX9 game is woefully inept for DX11 cards and that SE should hurry up with their DX11 release.
