Some have implemented it just fine. Turbine has virtually eliminated it from LOTRO and DDO. They've got a number of rules to discourage it, but the main thing is that they make it easy for players to report and they have GMs who stay on top of those reports.
Square Enix has it even easier, because this is a subscription based game. Gilsellers have to make enough profit from each subscription to pay for that subscription. They couldn't do that if the subscription got banned five minutes after their first ad message was broadcast because a dozen players instantly reported it. If you keep their profits below the cost of setting up a subscription, then they won't do it. (That doesn't completely take care of the gilselling itself. They'll simply advertise it elsewhere. But at least their ads won't take over our in-game chat box.)

Really, this is funniest thing ever someone criticizing grammar and legibility and doesn't even capitalize and punctuate correctly. Thanks I needed a good laugh today.
As to OP wish they would add, like most other games do, a auto blacklist/report function that takes two seconds. Instead of the stupid amount of time to blacklist then have to file a report for each one.
Every other game does it why can't they?
in 11 there was shouts. and sure ppl pmed but it was no where near as bad as in 14 x.x and yes they have add friend/pm/add party but no add blacklist which makes it hard to keep Blacklisting ppl when they keep remaking chars all day long
someone also said just blacklist and report them......... on my server every town has give or take 5-6ppl in each zone of the city shoutting so that every zone/cornor has the msg`s spamming theres even ppl standing outside town shoutting in the starting lvling area then not only that but i get 2-3pms every 5 mins from them so no matter where i go unless i completly mute chat i cant get away from them
to Krazarian yes they need something liek the friend list and sorry gramer english isnt my strongest

They recently banned almost 7000 accounts for rmt and illicit behavior. They are working on it but I do think that SE needs to put in a chat lock out feature if you have spammed something more than a few times, like in my last game.
As far as no re-subbing, that won't hold much water with SE and noone here wants to hear about it so why even state it?
At least SE does something about the spammers now they just need some sort of system in the game to be a little more proactive about it.

They do have things to keep people from spamming but thats only if you type the exact same message..if you look at a gil spammers message, there are always 4 letters or numbers at the end of each message, all the bot program has to do is change one of those and voila its not considered spam to the program. Sucks I know and I wish that SE would take care of them so they could actually take care of my harassment ticket...
