its already said that ishgard and related content will show up "after" the battle system has been reworked. Mind you the definition of After is rather nebulous at this point.

I am tired of waiting! Why this city wasnt implemented at day 1? I love the Coerthas regions and the castle looks really good but Im tired to see it in background. When will they open their doors to the adventurers?

Most MMOs I've played didn't have every city that's in it's history or lore implemented from day 1.

They also explained again it will be released with battle content. Hell there's already guildleves that start in Ishgard.

I'm sure the zone is done and has been for quite some time, they are just not stupid enough to put the files in the game because they know it will get .dat mined. And, I doubt it will be a zone of its own, look at LL from a distance, it looks the same as it size and such, and the long bridge is your "zone".... I can't really explain it lol, but I have a feeling there will not be any zone line to enter the City-state.

Wrong, there was an interview somewhere given where SE stated the zone had not even been coded yet, I believe if i am correct it is currently being worked on now, and we can expect to see something on it soon, a Dev posted somewhere that it is coming probably sometime this summer.
