I would love to sub, love this game but I have not been able to play properly all week. Having this issue sometimes and then it fixes itself only to return.

I have a hard time even buying that throttle is the issue. IIUC, throttle means the isp reduces your bandwidth if they think you are abusing it with P2P filesharing. That doesnt mean they completely stop your connection. How much bandwidth could an mmo require? I have 50Mbs dsl internet. How much reduced would that have to be before it affected the bandwidth of an mmo?
I haven't really experienced a great deal of lag but there has been occasions where it had occurred to both me and my party members, my biggest concern is with the latency issues and lack of position updates during hard mode primals.
The worst part of all of these kinds of complaints though is that SE are ignoring their customers, I appreciate that you guys are busy with TGS this week but any response to these problems would be good, even saying "we have forwarded this onto the producer and are awaiting his feedback on the issue" but nope we get nothing.
If you want this game to crash and burn like 1.0 did you ate going about it the right way is all I can say.

Sadly, I have add prepaid card(60days) and order anthentificator before Spike lag appears.
So you want SE to fix an issue your ISP is causing?
First if this was an ISP issue then all kinds of other things I do with my internet connection should be getting throttled. Second if it was an ISP issue it wouldnt be affecting so many different people on so many different ISPs all over the world. And third no MMO in the history of ever should take enough bandwidth to cause throttling. Also there are people who have called their ISPs and confirmed that this isnt being caused by throttling. So if you are not going to be constructive and help and just troll then kindly go away.
