You can purchase 60 (also 90 & 120) days worth of playtime in one fell swoop, and by doing it that way you get the rewards right away. If you pay month by month, you'll have to wait until you've accumulated the 60 days worth of paid subscription.

Either way, once you hit your 60 days, you get 2 vouchers in the mail which you trade to an NPC in Mor Dhona for the swimsuit. Just be careful and make sure you choose the right sex.

I'm not entirely sure, but I think I saw someone in game say you can also redeem the two vouchers in "Costa del Sol". I haven't been able to verify yet though, since I'm only lvl 28 and I've not yet gone to Costa del Sol.

Yes, as others have already said, it's the Veteran reward for 2 months (I setup my subscription to renew for three months at a time); you'll get two vouchers in the mail which you can turn in at Camp Revenant's Toll in Mor Dhona. See here.

I have been a dark moonkeeper ever since XIV 1.0 when I started in Patch 1.15 as I too prefer dark gray skincolored miqotes, specially if they choose Moonkeepers

Meanwhile, I've liked keeping my own moonkeeper pale as pale can be, though the dark/grey-skinned ones are quite fetching, too.
