As someone else said. You want to watch those pretty cutscenes? Make a pre-made pt just like every other "first timer" says for speed runners.

The amount of tomes shouldn't be reduced but I do agree that speed runners need to make their own parties.
I don't agree with rushing ppl due to others wanting to speed run it but this idea is just stupid! nerf the single most useful run for phil tomes to barely half or 25% of said tomes!!
are you crazy! theres better ways to go about punishing those rushing new players then the whole community (btw this would hinder the new players more than the speed runners good luck grinding for your full DL gear)
edit: also I know ppl hate hearing this but the cutscene can be viewed in your inn room, trust me after awhile you will probably be joining the speed runners POV especially with CM's terrible cutscene placement LMAO

Just ignore the people who get butt hurt about you watching the cut scenes. If SE nerfed the rewards people who needed the win would eventually have longer and longer queues as less people would be willing to repeat the dungeon.
Just sit and watch them. If I'm doing a story dungeon I will watch all cutscenes the first time. If the rest of the party want to leave and queue up again they can, but it will cost them way more time in the long run.
I do Castrum speed runs these days and if I join a group via DF I can't hold it against anyone watching cutscenes, the group just leaves them to catch up.

Why even buy the game at all? Just watch them all on Youtube.
In the end I want to remember the story, fighting the garleans and taking down Livia, not some tomes for armor that will probably be outdated and considered junk in several months.
Actually, the CS in the Inn is different from the CS you get in the dungeon, stuff is missing from the Inn's CS (at least I noticed a pretty major difference when watching the Praetorium run in the Inn after a glimpse in the actual dungeon). I'd recommend watching the proper CS's if you want to spot the difference.
