I don't think Odin is considered a Primal

What I wanna know is, who is the QiQirn Primal? We all know the beast tribes worship their respective gods, so who do they worship? Also, will we see a Goblin tribe primal? And who would the Goblins worship. And who would Shiva's worshipper's be? Doesn't seem to fit that Shiva would be the Primal for the QiQirn or Goblins and we know the Sahagin worship Leviathan. GAAHH so many unanswered questions I WANT MORE PRIMALS, and that glimpse of Ramuh during the sylph arc of the main story, man he looked freaking EPIC can't wait to fight The Lord of Levin

Currently neither Goblin or Qirqin has a primal and more then likely the icey gigas of Coerthas/Mor Dhona will be praising shiva ;o

Odin is directly referred to as an Elder Primal, just like Bahamut.

As far as we know, goblins and Qiqirn don't have primals. Nothing that's been hinted at, anyways. More likely than not, Shiva's beast tribe will be the Gigas. They're in the game and we know that her tribe are physically large and from the north.

Personally, I'm curious about what the deal is with the Mamool Ja. They seem like a random beast tribe that doesn't get any mention but they're present in decent numbers in the overworld.

Yes I stand corrected on the Odin remarke after doing the Odin quest he is regarded as an Elder Primal. And, just because there has been no mention of a Primal for the QiQirn or Goblin tribes does not mean they will not have one, I would like to hope we can get something brand new in 'Primal' front from these 2 tribes, or at least a primal from XII lore as I found those summons to be quite nice (plus we are already seeing one won't spoil it for anyone who hasn't completed the main story yet though )
