This is probably the most unfair and truly game-breaking bug they've had since OBT. While the lockout of quests for people in LL was truly unfair as well, they could make up the progress and their progress wasn't capped like this. No matter what I, or the people who were afflicted with this issue do we will always be a full week behind everybody else who wasn't screwed over by SE and this bug. Their inability for even a Dev comment and a timely fix of a devastating bug such as this is wholly to blame.

I doubt anything will happen though since there are few people who seem affected and even less who want to vocalize it for some reason. This needs to be brought to SE's attention for anything to happen, which I doubt anything will. There's only two options really:

1) they take away tomes from people who had it and that would cause a massive outcry as more people took advantage of the issue I'm sure than were affected.
2) They give those affected 300 tomestones, which is highly unlikely, b/c SE isn't wont to give out stuff just because people were deeply inconvenienced by their hand. Even still, how could they be certain that the person was telling the truth, let alone could be able to get 300 tomes in the time that they could have before? And no doubt the higher population would see people gifted with tomestones and an deluge of rage would ensue.
