Not sure if this will help, but it's worth a shot
I am having the same issue... with having the prior FFXIV v1.0 hardcopy.
My wife and I both got a copy of FFXIV v1.0 on launch day from Gamestop. We both made a new SE account, registered and created our character on the same day, heck the same hour.
Only difference is she left the game before her 30 days trail was over. I stuck around waiting for patches to fix and improve the game. But eventually, I left about 2-3 months later when the game just didnt seem to be getting any better.
My FFXIV service account was perfectly fine going through the transition. Registered into beta. Played just fine. Open beta character data remained on release. First hour of ARR release, I was able to log onto Behemoth server with no problem at all. I needed to do nothing on my end other then logging in with my account info.
My wife's account however, receieved the "No valid or active service account is availalble to play on Final Fantasy XIV: ARR". We tried re-using the registration key that we used on her account but it said code already registered.
So.... why is that?..... It makes no sense!

It's STILL going on! 150+ hrs and not even an acknowledgement from SQEX.
I had the code 11070 400 over and over. I created a static IP for my ps3 and port forwarded all the ports needed for FFXIV arr and PSN. After doing this I was able to log into the game no issues.
I am having the exact same error. Friday morning I was not able to login. It asked for my code. So I put the code SE had sent me. Instead of letting me activate my account it created a new account. I have sent numerous emails asking for help and just received automated replies.
There is something about "you mistakenly put the wrong registration code" and says 2 weeks to get it fixed. But this was their mistake not mine. Why would I be able to play at 2am then at 9am my account is inactive?
