I remember when I learned combos on Tekken 3 (Playstation 1), yah I got those keybinds in memory and I was able to use them in fight... This goes for console users, theres a bit different play style, both works. I am just sad that PS3 is so limited (old hwAre you out of your mind? Do you have any idea how slow that would be? I'm a tank. You think I have time to scroll through a hotbar and manually select abilities? This system would make the game unplayable on PS3.

Also, PC users are in no way superior in combat to me. To -you- maybe. Please speak for yourself and don't group the rest of us with you. You might be bad, but I'm not. Sorry if that sounds harsh, but you asked for it by making blanket statements about all PS3 users.
Practice. Muscle memory will form and you'll get faster with your keybinds.- well i play pc version tho and I do not own PS3). But if game will be okey on PS4 ! That may be a console which can show game's full potentional.

Hotbar please. You advertised it and have it currently in your PS3 Play Guide
I like the OP's suggestion because it allows more actions to be used on your screen at the same time. I played another PS3 game that used the same control scheme the OP is suggesting. The game had 27 actions (9 columns 3 rows deep) and it worked well.
Does anyone have suggestions on how to maximize the number of actions you can use on a single screen with a gamepad? The only things I know of are using macros and using multiple hotbars but macros limit your ability to use individual abilities for specific situations and multiple hotbars are slow when you are constantly switching between the hotbars in a battle.
