It shouldn't cancel each other cause the specialized Rule has more weight, at least it works this way for almost everything in Buisness.
As long we don't get a clarification I would assume it is still not allowed due to the video guidelines
In order to write a clarifying article on the issue I sent a mail to my PR contacts at Square Enix USA, and they confirmed that the first part is the correct one. Here's the response from Senior PR Manager David Yang.

Hope this puts some streaming and video-making souls more at ease. You can monetize your content freely on youtube/twitch etcetera as long as you follow the other rules.
But it is kinda pathetic that SE changing their stance cause of those Youtube Jerks...
You're a little late to the party; SE already sided with the people you just insulted so childishly.
This thread had two sides; people screaming "copyright law!!!1!" and hurling puerile insults, and the people calmly making logical arguments as to why the policy was bad for SE and FFXIV. Thankfully, SE heeded the latter.
A few good videos vs. thousands of crappy bullshit, i don't see the advertisment. Alot of those Youtubers and Streamers don't even want to make an advertisement. Just take Kripp as an example or Athene, they kinda do the opposite, they exploit till they get banned and then they bash the game. I can't understand ppl like you who support those jerks, but what else should you expect...

Ignore him, he asked me for a source when I mentioned that there are people who legally use game footage via network partnerships and then ignored the link I provided and continued spouting uninformed garbage. He's pretty clearly a troll.
SEGA did the same thing I think. I remember seeing a Total Biscuit rant about how sega docked him two copyright infringement points for reviewing two of their games. So now he is doing a blanket ban of all sega games as protection...goodby to segas free advertising to a couple hundred thousand people...for no reason.
Really a stupid idea...these people are more or less advertising for you...and youtube pays them for it so they do more of it.
Then you say "fck that I don't want anyone making money advertising our game for us"
Also...what happened to fair use? So a critic isn't able to make money reviewing games using in game footage?
Again I cant stress how stupid this all is and how dumb SE is towards how communities promote games via the very stuff you want to ban. Who cares if they make a few buck doing it...its not coming out of your pocket.
Also I want to add, SE is already making their money off the guy posting the game footage via the box sale and subscription.
