Okay, I myself am also sick of all the whining and crying and complaining about a new MMO being released with hiccups in it's system (although, let's be honest, anyone who's played more than two MMOs in their life and has a brain should know there are going to be problems at launch). You and your co-workers seem to be some of the lucky few. There is a huge amount of players who cannot log into ANY NA shard at all during the afternoon/evening. For these players there are no "Less populated" shards. They are all full. Try a test tonight. At 8pm eastern time log out of the game. Try to log back in. Then try making a new character on one of the few shards your allowed to do so and attempt to log in on that shard. I suspect you will have little to no luck.
As far as making characters on a JP shard goes you may have better luck. But even they are pretty full now. There is also the small problem of being on a JP shard and the future problems that could cause you. A world transfer could fix that of course. But unless SE changes things or makes an exception at some point its going to cost you $.
