Did you try the new code(s) they sent you?
I received the same email. Though I was able to use the Internet Explorer work around and recieved my NA code on the 21st. I was worried, thinking he 20 digit code was erased as well. Thankfully my launcher gave me the same message. So I assume all is well.

Which website did you go to? preorder.na.finalfantasyxiv.com is what it sounds like you should've gone to. If you got something like "Error 2: That code has already been used.", then typically that's bad, and you're not all set. You should've gotten a new NA code that you could put in the other website it links to.
Just wait til he gets off work. He's more than likely fine if he was the previous day. They aren't going to change the code he already submitted essentially falsifying it entirely from his account.
