The general rule for Eureka for leveling off mobs is: If solo, fight mobs the same level as you, maybe a level above IF you can handle it and not die. If party, fight 3+ levels higher.
If your friend is fighting lvl 1 mobs as a lvl 4, then yes, it is going to feel boring and will take forever. For raises, I've never been in an Eureka instance where all players didn't get raised after the NM was over. Ever. During? Eh, depends on MP of the RezMages.
I leveled to 20 purely off NM trains and in all the parties I was in, no one was ever kicked for their level. So it seems odd your friend is getting invited and then kicked. It does suck being a low level in Eureka, for sure, but not everyone is an elitist. When I make a party, I personally invite anyone that asks for a party. Regardless of level (I even invited a level 1 to NM train because he asked to lol).
In all, Eureka is partially to blame for being non newb friendly (In sense of low levels having a hard time) but players are also to blame.
