I've been brainstorming this for quite some time, talking it through with various people in communities and friends alike and I feel this is something most I have talked to have agreed that, though it would change things for some people, it would be a high improvement when it comes to diversity, use & congestion of housing.

Apartments & House Rooms stay the same with one exception which follows for all locations:

Putting a requirement of placing 15 items for small, 30 for medium and 45 for large (with some sort of warning) would assist with stopping void-houses, which when void give the impression of either it's either a buy & not use / 'looking to sell' house / Sub-Only house.
Sub use isn't the issue, but the idea of the house is to use it after all so doing the bare minimal should be promoted/giving incentive.
TLDR: 1 FC per World Server; Alts can still join FCs just not make one, 1 Personal House per World Server, Minimal Items placed requirement with deadline.
This won't fix all the problems but it would highly mitigate the congestion and help put it into the hands of those who actually WANT to do something with the houses.
The goal in mind for all of this is a more fair share for all.
I don't feel like this will get seen much but I still wished to say my part on the matter.

These systems won't appeal to some who do use the houses properly on multi-alts and such but this would be one of the best ways to fix the issue.

I agree that like personal housing, FC plots should also be limited to just one per world too. I hate seeing my Ward 4 LB full of shell and undecorated FC's used for submarine farming in Seraph. This may not be a popular opinion but I think they should force anyone that has multiple plots in the same world to have to surrender and choose the personal and single FC plot they wish to keep and then be refunded the cost of the plots they surrendered. Give them maybe 45 days, same as auto demo timer to choose which personal and single FC plot they want to keep. If they don't choose, then the plots will be chosen randomly. Then allow alts to share the personal plots and that would also help solve the problem of personal housing not being shared.

This would get rid of many of those barren wards and allow more people to move in. I'm fortunate that my neighbors around my homes in Exodus and Seraph are decorated and I see them often too, that was something I was dreading when Seraph went live two years ago almost but thankfully my neighbors decorated their homes. I also invite my friends often to hangout with me at my homes so that they actually get used more than just looking pretty and such. For the FC's that have multiple people, then they would be forced to transfer ownership to someone else and if that other person already owns their own FC and personal plot, then it gets auto demolished.Quote:

The intention isn't to force them to use it in specific way but to give incentive to actually use the house.
We see a lot of people sitting on empty plots with literally nothing in it for months on end, unused in the case of player housing especially.
For FC houses, many of use has seen the wave of plots which are owned by 'one FC' just doing it to rinse the sub-system for money.
Having the limit would allow more than a few to hoard the market and give more chance for both more players to get at the system, or simply to introduce more diversity and activity to the wards.
I'm not pushing the idea they should do it my way, your way, any way specifically...
Just a push towards identifying Active plots & Fair share. -

Even without it, I know on my last housing tour, there’s smalls on my server that used their entire item limit with multiple of the same item. For the FC part, that came to mind instantly; never said there wouldn't be work-arounds but making it more of an obstacle stops the majority from abusing as simply.

If you have ideas or something please do share, but as it stands I still feel this would be a good way to help prevent and/or delay people from abusing the system as much as they currently are.

The main reason this came to mind was to simply give people that little push towards their house and if they chose to do nothing after, then thats that. *shrug*

The bidding cooldown was an idea to help stop people simply jumping around plots pointlessly as there shouldn't be a need to do so in the first place; allowing others a bit more of a chance to get the next plot instead.
I only put the items being lost as a thing mainly up for square to decide as its a common feature in games to do that if you leave it for too long. Personally I would do without it but it felt like a fair suggestion for their side as it would just be data being held for no reason for ages if someone decides to use it as a 'temp' storage.
The storage part was basically if someone were to by a new house, their old house, and furniture and such gets put into storage. With the current system if you loose your house you need to recover the items completely.
Personally I would say what they should do here is just put all the last houses items into the in-house storage and just transfer that over to the new plot so when they open the house wardrobe/editor all their stuff is in there.
Congested worlds will always have the problem, that's not going to change on how many people go for a house for sure. This is mainly a suggestion to help make it so that the plots are owned by a variety of people instead of owned by a select few alone by using alts. -

1 and 3 already exist. As for number 3 people are able to own multiple FC houses on one server cause of the FC system. FC houses are not treated like personals, You don't see the leads name on the placard like a personal. Best way I can explain it:
Example:
Player: blah blah blah
World Levi
blah blah blah Character A: Leader of FC with house
blah blah blah Character B: In FC no house 1. Cannot buy FC house but can bid 2. Can be promoted to lead FC after purchase is made. Result Blah blah blah has two FC houses on the same world.

Instead of taking away the housing, just make the obvious sub methods non-viable, and the sub shacks become a burden upon whoever owns them.
