the wards were meant to be neighbourhoods but theres nothing there... no tomestone vendors no script exchanges nothing of any use which is why everyone always gathers in places like eulmore or iddylshire...
the list goes on...
what all of these things did was destroy communities and groups of players and turned everyone from being group centric into self centric players and as a result FCs have become nothing more than a glorified chat channel. and this has had a knock on effect accross the whole game. its why many plpayers who would be interested in savages or whatever find they cant do it. becasue building a group and keeping a group together is just too much hassle.. you finally clear a tier.. come back next week and find half your team has bailed and joined other teams to smash the next tier already...
All of that is the problem with housing...
if the game tried to brings players together instead of drive them apart they'd be plenty of accomodation for everyone -
