My only argument against toggling "Red Lotus" and "Circle Slash" would be to examine how the actions are applied. As mentioned by another poster, the logic for these not being toggle-able could be based on the fact that they are executed through an intermediary object (e.g. sword)--which would restrict them as your firearm example restricts the effects of the guns. That, however, is not supported by anything we've seen in the game or lore so far as I know. Just one possible way of interpreting it and as you say above a suspension of disbelief based on how we view the magic system.
Circle Slash as an only-AOE attack is a fairly easy action to address based on how it is executed. Since Circle Slash is a spinning motion, presumably with the weapon extended, it has an area of effect (being magical or otherwise) around the wielder simply because that is the motion taken to use the attack. There are other examples of multi-target attacks by Disciples of War that are such because of how they are executed.
