The first dimension I can think of, arguably the most important one, is retaining player loyalty. This rings especially true for this game, which has been a train-wreck in perpetual salvage-mode since its release.
The second dimension I can think of is, what I believe the OP to have considered, is the 'new' player. As a linkshell leader, this is something that I have had looming in my thoughts for quite some time. Most of my linkshell mates are well above 50% in all jobs, a handful quite near 100%. Leveling my last job, MRD, (currently @ 38) has proven to be quite the lonesome road; no one is L38 these days. If they are, they zoom past in a weekend's time with PL assistance. I've refrained from that, in hopes of experiencing the thrill of actually leveling the way the game is intended. My concern is that with so many players near 100%, there will be less incentive on new players to level appropriately, instead opting to be PL'd as fast as possible to 'run with the big boys.'
Again - I completely disagree of simply resetting everyone's job back to L1 is not a viable solution, however, the OP brings a valid concern in my book. I personally am very curious as to how SE can manage to pacify players like ourselves, Areeya, who've spent the blood and tears into getting to where we're at, while still creating a social dynamic that allows new players to interact with veteran players. I feel if this isn't address correctly, it could very well spell demise for the game.
