Odin is a primal lore wise, he's an elder primal, he and bahamut are the only two elder primals, well maybe Belias as mention in smn quest. That's a whole different level than regular primals, making it seem even more weird he's a roaming fate.

And to clear up a lot for people, an elder primal needs no worship. They are. They are on a different level than regular primals, who can only exist during an umbral era, it has been shown in game lore that Elder primals can be, regardless of umbral/astral eras. Odin was trapped in the Shroud (parts inaccessable to us) and unable to get into the regular parts, which changed during the calamity. Bahamut was imprisoned eon's ago by the Allagans, and so was Odin actually, Odin just broke his crystal seal. Every primal seeks to be "the only primal", but...they can never turn into an elder primal like Bahamut or Odin, much is not known about how they come to be. But some things look to be true like: they don't need to be summoned, they can survive regardless of umbral/astral era, and they are of such immense energy you just have to seal them to make em go away. Bahamut was obviously controlled by the allagans due to the technology on him, which is the same Twintania has controlling it. Odin, looks like he wiped out Queen Urth and her people, and an allagan hero defeated him, obviously by sealing him away in that crystal.
