Like the title says, lets get instance gardening. They had it in FFXI, so they already have a skeleton to develop off of.
Gardening is one of the main reasons that apartments didn't satisfy the community. There are of course others but this one is huge.
Housing in the current implementation should only be for RPing; however, due to gardening it has a significant game function attached to it. Thus, it isn't just an extra little glam style of thing.
Gardening instances would do away with this discrepancy and would help the whole locking people out of content issue. They could throw a choco stable in the instance as well and get both game functionality issues out of housing with one swing. Housing would be totally just for RPing/Decorating and would have no financial advantages to it.
Workshops are FC only anyway so, I have no idea for that.

Add instanced gardening onto apartments. Make all players able to have the exact same size of garden, no more house size differences, so that everyone has the same production capabilities.

I really do think just providing a stable & full garden option to all players could alleviate some of the pressure over their (poorly-implemented) housing system
-For the chocobos, they could introduce a couple of public stables in the cities. This would allow those without access to a house or apartment the option to level their chocobo, and dye the feathers.
-For gardening, they could attach a gardening instance to the inn room (similar to XI's Mog Garden instance). Doesn't have to be as elaborate, but this would bring full gardening options to all players since we all have Inn rooms.
If that were to be impleneted, we would then essentially have 3 levels of a housing experience to choose from:
-Inn rooms - if you are looking for function function only. Everyone would have access to a full garden/public stable.
-Apartments - To take care of your decorating needs and to provide a more personalized space.
-Private/FC housing - For those who want the full housing experience.
I'm sure a concern that would arise is that people could potentially double-dip with gardening since both the apartments and housing already have this option. I figure if people are already paying an additional 500k - millions, they should have some additional perks.
To help combat alts/bots who are created for the sole purpose of gardening, I'm sure SE could come up with some requirements that are needed before you unlock the garden instance.

Plant pots, apartments do not fix the flaw in the system but just adds sticky plasters to it. Each player should have access to a house, even just one per account, not just a few people. -

Why not. But considering the way they would probably implement it... well, they should rather revamp housing.
I agree it probably needs less ressources, developper side (thought I'm not that sure), to create such option, but regarding the server side, it sounds so-so or heavier compared to a revamped housing.
PS : They are perfectly able to revamp housing if they want. We have seen MMO doing revamps (Bless is currently doing one - that's why they are two years late to release on western market-) or deleting areas (Aion 3.x to 4.x or 4.x to 5.x I don't remember, but related to the story mode, they added a new area and deleted an old one). -

Simple fix: implement a mega plant pot (8 slots) only usable in apartments. There, crossbreed gardening for everyone. Apartments already come with stables, a MB, a summoning bell, vendors and 100 furniture slots (what small houses used to have). They don't auto-demolish either.
To my knowledge the only server without any available apartments is Balmung, and that's a player created problem (people having 8 alts and buying an apartment on each + overpopulation). I have my gil saved up yet again in a attempt to get a house once it becomes available in Kurogane, i do not expect i will actually be able to get one once released. -

They seem to have implemented apartments like most of the housing in which all servers are adjusted or none at all. Since Balmung was the only server to reach that limit they didn't increase the limits across all servers. Unless multiple servers end up reaching the point of needing additional servers they aren't likely to make adjustments.
Disclaimer for that one person that always claims their server (that isn't Balmung) is out of apartments: Every ward (and each subdivision) have their own separate allotment of apartments so start hopping around looking for openings.
