Rising Event

I wish a dev would pop up on this forum thread to let everyone know on when exactly these recruiters are suppose to spawn so we can be ready. >.> <.<

Well technically if I translated that first sentence word for word.

Diverse exercises are organized in a random manner throughout the entirety of the Commemoration Party (Rising Event).
So while it's possible that it might mean that the NPC comes up randomly. I personally think what it actually is trying to say is that the fates inside the instance (which are the exercises, or "maoeuvres") will be popping at random.

It's probably just an intentional delay to get more time zones on the 27th, the date of ARR's release.

Yea some clarification would be nice. A lot of people are playing on a clock. They don't have time to be hanging around for ages waiting for something that may or may not happen.

Here's the full french text for those who are curious:

NPC: "Diverses manœuvres sont organisées de manière aléatoire tout au long de la fête de la commémoration. Pour y participer, il est nécessaire de s'adresser à l'un des responsables des inscriptions."
System: "Il n'est possible de s'inscrire aux grandes manœuvres commémoratives qu'à certains moments précis pendant la durée de l'événement saisonnier."
System: "Vous pouvez aussi le faire en parlant au guide des manœuvres, qui est uniquement disponible lorsque les manœuvres sont en cours."

Which translates to:

NPC: "Multiple exercises are organised randombly during the Rising event. To participate, one must talk with a Rising Recuiter."
System: "It is only possible to participate in the great commemorative exercises at certain times during the event."
System: "You can also do it by speaking with the "exercises guide" [(Rising Recruiter?)], which is only available when exercises are currently ongoing."

So, the NPC says it's random, the system text says it's "at certain times", which might mean fixed times. Who knows.

Would like to see what the Japanese is. A few posters on the JP forums have asked where the NPC is at, but mostly they’re still debating the White Raven Earrings.

Is it possible that todays launch was a mistake and therefore the npc can't spawn because he is not supposed to do so?

Well they wrote the launch for that day, but maybe the instance is first aviable after the normal regulary server shutdown.

The 5th anniversary site used to say that the event was supposed to start tomorrow but it seems it got pushed forward a day.

I wonder if due to spaghetti code that's actually what happened.

It says the Anniversary of the actual game is on the 27th, not when the event starts. So perhaps something is expected to happen tomorrow, who knows...

Ok, back to light farming :)

The Lodestone is citing the Anniversary of the game. But according to the NA page, the event was supposed to commence on August 26th, 2018 at 8:00am PDT, which is actually August 27th, 2018 at 12:00am JDT. So the event started on time according to the NA webpage and the JP webpage.

They probably took it down to change the reward, from the white raven earrings to replica ones or something else.

Based on what I’m translating, I think the “exercises” the description is referring to are the FATEs that will be present in the instance, in which the “carried out irregularly” would make sense (since FATEs spawn randomly).

The second line, I’m translating「「新生祭軍事演習」は、シーズナルイベント開催中の特定期間にかぎり」as “The ‘Rebirth Festival Military Exercises’ will be restricted to the seasonal event in-progress designated period”, and then the 「突入することができます」phrase is just saying “can embark on [these exercises]”. So I’m still not necessarily picking up on anything that insinuates randomness (in terms of the instance itself being random). I think this has to be a bug; if not, then they REALLY screwed up when they were translating the English text.

I don’t know. If they were going to implement a random instance feature (or delay it until the 14-hour broadcast/tomorrow in all time zones/whatever), it would have been best to just put it out on the event webpage or launch the event at that time lol. Though, as I said before, that kind of design would be a bit dumb: not everyone has time to idle by the vendors waiting for the Recruiter NPC to spawn whenever he pleases. /shrug

Doubtful. You can view the earrings at the Rising Attendant under the rewards. Both the White Ravens and the Manderville Earrings are 50 Rising Tokens each.

The English text says you can find Rising Recruiters in any of the three city-states.

The "exercise" means "training" the English event.

The FATE names are "Counter-imperial Training: A Pinch of Assault" and "Counter-fiend Training: Less Is Morbol"

The rising recruiter appeared at 6 p.m ET on my server, next to the rising attendant.
You can stay for an hour inside the instance, multiple fates spawn regularly, gold medal gives 20 tokens.
In 20 minutes you'll get far all the tokens you might need.
