The english question said "hempen sets". Koji used the word "pantalettes" in the question, and Yoshi used the word "camise" in the second part of his response about wearing underwear over your underwear. The female hempen gear is called hempen camise/pantalettes in both english and japanese, so the language does make it seem like they are talking about the right thing.
This is why I have been disagreeing with people throwing Koji under the bus. Yoshi made it sound like they would have to make the camise into a body slot item, but that already happened when we went from 1.0 to 2.0, so maybe he's thinking the 1.0 gear became the naked appearance or something. If you're not one of us weirdos in these threads you might not know all the ins and outs of FFXIV's underpants.
Well, not for torso or bottoms anyway. For feet, on the other hand, it has been requested (but that's a different topic than the hempen sets).

These are not underwear. They are regular gear items whose designs (most of them anyway) were based on something else which had formerly (in a game that no longer exists) been classified with underwear. But in this game they are not. It's mistakenly calling them underwear that led to the confusion this thread is about. That's why Yoshi mistook what it was that was being requested and thought it involved a feature change rather than just an item change.
(As for the designs, I suppose a few of them might work as underwear, but that's not the first impression you'd get from looking at them, and it doesn't fit at all for some. For example, the elezen Hempen Camise looks more like the upper half of a formal evening gown if you pair it with a skirt rather than the pantalettes. And the female Auri set is just casual summer wear. Neither are something you'd wear under other clothes.)
My question is, if it was a translation issue, who translated it?

I thought it was supposed to be race/lore specific. I know, like, all of 2 people in game probably care about the cultures developed, but it's kind of a cool idea. Why not just request more lingerie options? Probably get nicer stuff that way.
I'm teasing tbh, I know how important glamour is to some people (the True End Game, amiright?), but really, with all the really neat requests I see out there, this is probably one of the more superficial ones I've seen. Why not more character options? Or a more in depth dye menu? Or (le gasp) some decent midcore content??? :O

It's not like it's one or the other. I want more customization options too. That was also a question at fanfest and it got shot down by the same old character data budget excuse that detaching aura faces from horns got back when aura were first added.
There probably isn't a technical reason they couldn't make the hempen set available, though.

I think technical is the very reason they haven't done it yet. I mean, sure it might only take 2 days to get all the code written to add the new sets (because they would have to be new sets. It can't just be hempen set since it's programmed to change with the race. Unless we wanted even MORE programming mumbo-jumbo in which you can select which style of hempen you want displayed on your character lol), but I don't know crap about code, and I doubt a lot of people here have more than the very basic understanding of it. It might take 2 weeks or more to slot that sort of thing in for all we know.
ANYWAY, point is: priorities. They will probably never prioritize underwear over actual gear sets, or the millions of other things that people request that actually effect gameplay. They don't really have a lot of man power compared to a lot of game companies, so it really boils down to where their resources are best spent.
Also it bothers me to see people all over here insinuating that the only reason it hasn't happened is because they're too lazy to bother, or something. I mean, the devs don't always give us what we want, but they do work hard. Just because it's on stuff that someone personally doesn't care about doesn't mean they're just sitting around doing nothing. :/

I'm sorry, I don't mean to be so sarcastic, but you were kind of asking for it lol. Everyone else in the game is paying a sub too. And yes, lots of them are also paying full amount as you. They also all have their own wants and requests, some match up with yours. Lots don't. The sooner you acknowledge that the easier it'll be.
I wish they would bring back the undershirt and underwear slots from 1.0. That was actually a good thing. I think my Au Ra gets tried of always wearing the same undergarments.

Square Enix, please look at this thread before you jump the gun and actually start working on under wear garments. You'll be wasting your time with it when you could be working on what we actually want.
There was an issue early on in FFXI and during Treasures of Aht Urgahn expansion during a fan festival players made numerous inquiries about certain equipment items referring to them by name. Every time it was brought up developers scratched their heads finally one asked an interviewer asking about it if he knew the items ID code, at that point the community had a huge D'oh moment, the items in game are localized. They are given names in our language the developers do not know what those names are, the fact that our dev's are players does not help the issue as the items are not the same in their language unless you walk up to Yoshi and point at what you are talking about he would never know.
Once we knew to give them ID Numbers all kinds of stuff became available, not to mention we got gear that looked better as they figured out what kind of things we liked to dress up in. Suggestion, to them the Hempen and RSE sets are Alternate underwear, or base gear, that is what it translates to, find out what the items code is and say this this here we want this!!!

That's 6 sets of gear they have to tweak 5 times each. This is a dev team that struggles to make two headpieces (Bunny Crown) available to all genders in a timely fashion.
If we want to be paranoid about it, they have probably slowly started working on it, I'm sure they'll announce in next liveletter they plan to add it in4.04.1
They don't look like just underwear though. It's hard to find examples of all the males, but here's miqo'te and elezen.

Miqo'te get a sort of crop top (for lack of a better word) and elezen get sleeves. Hyur midlander get a tank top. All three may be "underwear" but could easily be put with other types of gear that adapt it to being more like outerwear.

Not that I don't mind this feature. I've long wanted the male highlander bondage ropes for my Roegadyn main.
I'm going to delete that post since so many people are getting triggered over something I said in "2" when I clearly counter argued that in the same increment. Not everyone pays attention, I guess.
I'll forgive them for not understanding, because the hempen sets are ports from 1.0 and thus easily forgotten due to how many years old they are.
But it would be very nice to know that they have understood the true question, and I dare to hope for a response for it.

The hempen set is /classified/ as underwear. That's what he was talking about having to switch the slots. When you wear the hempen set in 1.0 it changed what your underwear looked like and that has not changed. When you wear the hempen set it looks like it takes a slot but essentially just changes what your underwear looks like.

Yoshi knows what question was asked. The Dev team may have already even discussed it prior to fanfest as there is Mod responses on the main Hempen Set thread.
So yes, to make the hempen sets available to everyone they do have to change how they work with the underwear slot since its connected to the base characters race and the default underwear.
I can understand why you're confused about his answer OP.
Where does it say that SE will cater to every cry of the people (which they do a lot of btw, not always for the best)? I guess this isn't a productive post, but i get on here and all i see is crying everywhere, and i see people getting what they actually wanted and then proceed to cry about something else. If you want something bad enough then go change your race, or play another game. How can they screw something up that they did not have to do in the first place?
I would prefer if they used that time to add new glamour or new hempen.
Like I said earlier I don't think that's the case here. The items in Japanese are パンタレット and カミーズ, which is pantalettes and camise transliterated into katakana. You can listen to the question and hear Koji and Yoshi say both of those words.
The hempen items don't work differently than any other gear. When 1.0 ended they were converted to the regular body and legs slots. There is no underwear slot or underwear gear in ARR. It does not change your default underwear, your entire torso and arms are removed and replaced by the model for the gear.
