It's not just that, it's that the players are given new skills with no context at all. Some class/job quests are better than others, but most hand you some new "secret" technique and not even tell you what it's for. So, essentially you're just supposed to derp around with it even if you do read what it does, to be given another skill. Honestly, you also have people who don't read quest dialogue, or find x content used for leveling "boring" and thus only understand their job from FATE grinding (and if you're lucky they used same class/job to run the mandatory dungeons for MSQ).
So, you've got lots of backseat players that no clue how to play their class/job, but they're geared and leveled, so they clearly are experts now. For example, I had a level 50 BLM argue with me that, "Transpose is a worthless skill and should never be used ever." They proceeded to say, "new players should not even bother to put it in their hotbar." The sad thing? There were someone else in the party that agreed! (Yes, we wasted so much time because, you guessed it, no MP.)
