Then how about blacklist also turning off the target's animations? It would be simple enough and it shouldn't get in the way of your desire to be obnoxious in town.

You think that is bad, I don't guess you were there back in 1.0 when we had to deal with This all over the place. That's the old version of Flare. It was much better back then imo :(
I'd also love an option to filter off voice sounds coming only from other players instead of all characters (including your own) as we do now. A lot of people spam emotes with vocal sounds to have fun with stupid things like "look, it sounds like an orgasm!" and the like. Really annoying, so bad. Sadly filtering emotes will only filter text. I'd like the option to filter voices without affecting my own.
Maybe implement this to blacklist? I always blacklist emote spammers anyway.

Now that i know that the community enjoys this kind of behaviour - if what you enjoy / find pretty is to spam spells on cities - ill just turn of my effects. Ill enjoy the graphical fx another time.

Don't get me wrong here. I don't support OPs suggestion to ban using spells with effects like holy in cities. That said, why is your fun important than theirs? You state "if you can't see the fun, don't spoil for the ones who do." Why do you get to, in turn, spoil their fun. Two way street, my friend. Have your party by all means. Might I suggest Mih Khetto's amphitheatre instead of the Gridanian market boards then? Win-win. You get your party, they get their ability to concentrate.
Also, I totally call the cops on people blasting their music at any time of day. I have a right to peace and quiet in my home and my city has a noise ordinance covering the entire day. There's no reason for you to have your music that loud ever.
If you're following someone around spamming spells to annoy someone, your "fun" doesn't trump the other person's right to not be harassed.
If blacklist were changed to also stop animations and sounds on the target, you still get to have your "fun", and the other people can still be in the area without being assaulted by spell spam sound and animations. I don't see why a person would be against this.
One can argue that the middle of the busiest street in the city wouldn't be the "correct place" to open up your table and start crafting stuff.
BTW, why don't you also complain of other people's crafting sound effects? 15 people crafting in the same square yalm makes as much noise as a Holy.

You don't need to see people's abilities' effect if they are outside of your party 99% of the time, including during FATEs, Hunts, CT raids. Nor do you need to hear their soundeffects. Just deactivate them.

I must be weird. I actually find the crafters around the busy boards and summoning bells 100 times more annoying. I am actually for no crafting areas. The residential wards have lots of boards and bells. I don't wish to see 10 crafters spamming whatever right on top of the bell and board. Holy spammers get board after a minute crafters can go all day long.

I actually craft in my house for this very reason. I run to the summoning bell and market board to post, and then back to my house to craft. Sometimes I might craft a thing or two at the market boards, but if I'm crafting a stack of 99 things, I'm going to the house.
And? It's the end of a beta and a server wide party. Not a bunch of attention starved adolescents trolling people during the normal course of the game. This is a retarded argument.

Actually, Not that it should matter, but if you are gonna make assumptions, I have to tell you:
I'm well over my 30s. I have a career job and a fiancée, and we're saving up for our wedding + apartment. We both play together, BTW. It's our thing to do on the "rainy days".
That being said, It's just a goddamn, innocent and light-hearted PARTY. People have the right to make noise as much as you have the right to not listen to it.
So instead of you trying to shut people up (REMOVING THEIR RIGHT TO MAKE NOISE), just do what you already do, minus the complaints.
Also, being childish for being excited about bright lights and noise is quite different from "having no consideration for those around you". You must be fun at parties.
You answered it yourself. Go do that stuff in a private place and not at the aetheryte/market board. People around you have the right to be in peace. And you have the right to have fun.
Elsewhere. People can leave, but if they were first, then you should be the one to not be doing it in the first place.

Maybe when I was 4. If someone saw me doing that, they would probably call the cops and be like " yeah we got some lunatic running around over here waving a bright light yelling "yaaaaaaaaaay", he must be on something". Cops "officer will be there soon sir".
When my neighbours put their stereo super loud at 11pm or later, I just fucking call the cops, and they come, and they shut it down. If they're on second offense they get a heavy fee for it too (or on the first time if the cops are angry that night lol)
And then I get some fucking peace of mind for months and months.
In Final Fantasy XIV, if you wait for GMs to take care of people indirectly harassing you for using an aoe next to you, then I got some bad news for you.
I'm sure you're the kind of people who Q_Q about RMT and bots yet don't move your finger to report them (yes they do get banned behind the scene).
BTW: When people are really the worst offenders, I do report them in game too.
But deactivating Sound and Visual effects for people NOT IN PARTY won't kill you. It will actually save FPS during those heavy Odin / Behemoth FATEs or S Rank Hunts.
Especially useful on PS3 since PS3 players can't reduce further the quantity of people appearing on screen close to you.

Scholar's, summoners and even dragoons spam as well the odd time, and also Ninja's, but yes whm's usually are the annoying ones in Mor Dhona
They just clearly do it as others have said for attention and to annoy people. Same goes when they first added the mounts that shoot cannons, people would spam firing it was soooo annoying.
The thing is, this is closer to complaining to a restaurants manager because you can hear the people two tables over laughing every couple minutes than your neighbor selling crack.
