So.. in PUG groups will probably only last one run. Since not everyone will have the same "counter".

Agreed. This would make the token gear a bit more challenging to obtain instead of everyone spamming it within the first couple days of release. The only problem I see is that many will not participate once they are on cooldown for obvious reasons but I guess that can be said for most content anyhow.

I may be grasping at straws here but hopefully the lesser token gear is just a small step in a grander system. I can't find the link but I do remember a rep posting that certain content will drop particular set of gear and once that is obtained a new section will be open. Players will continually have to obtain the drops to proceed to the next section.
Wouldn't it be great if the lesser token gear will eventually lead to Darklights? haha one can only hope.

What happens when a party finishes a dungeon, 3 items drop, but nobody can lot (due to timer cooldown)?
Do the drops auto-distribute?
If so, I can see people spamming content more than they do now, not less.
Perhaps, they just are lost... no lot = no drop. Content finder would become a very important system if that was the case.

I think runs with PUGs will be like 1 time events. Since it wouldnt be uncommon to get into a group of people where someone only has one roll left. They roll - they dont want to play it anymore.
This might cause issues in LS as well XD. But.. they did just say this is only "part of the system" so.. they may have a fix for that hidden :D
IF there are items that the rest of the whole party doesnt want - then ok. But otherwise nah it wont help.
I think this will actually force people into spamming less, since they're limited in how often they can receive loot. If token gear is weaker than what drops from the normal bosses, how many people are going to keep running something once their lots are exhausted? Think of it this way: would you keep running AV/CC only to have access to the trash greens that continuously drop? No, you're running those for the Darklight.
