No, because just like haste lowers ones delay allowing for faster hitting, slow increased delay, causing slower hitting. Somebody who isn't wearing slow + gear is still hitting faster than somebody who wears a bunch of slow + gear. So, anybody who agrees with that statement really is an idiot.
