Beta 3 worked fine for me, but ever since trying to get beta 4 setup, I've had this same issue. I had to download the beta 4 client from a torrent instead.
Doing the same thing now w/ the new patch. No antivirus installed, clean install of Windows from the troubleshooting I did during beta 4, program is run as admin and allowed in firewall.

Antivirus Browser Protection, might be the course, heard of BullGuard & ZoneAlarm coursing issues (Other AV's might also be affected), turn off the Browser Protection, not the Antivirus, the Browser Protection.

Same issue. Fixed it during phase 4 by not using the official downloader, but I can't rely on that everytime there's an update for the game.

Unfortunately this doesn't work either. I was thinking of reinstalling Windows, but apparantly that doesn't work either according to another poster here. I've literally tried everything. The last straw for me is a new router... I have one coming here from my ISP. Should be here in a few minutes. If that doesn't work I really don't know what to do.
Anyone know of a torrent of today's update? Any other ideas or suggestions? Anyone who posts here with the [30413][10009][10019] issue, please also let us know who your ISP is.

I too had this problem this morning, exact error, restarted the download 6 times from 0/1035.90MB, finally after I set the ffxivboot to Run as administrator and run this program in compatibility mode for windows xp service pack 3, then double checked that the admin permission were all checked under the security tab.
after those steps It was all good, from start to finish the whole 1035.90 MB just 2 mins ago. not sure if this is a fix or I just got lucky

I was able to download the new installer and install the Entry page and download the new game files AND the update fine.
Because it's singling you(and some others) out. The server is treating us all the same(or should be), so it's most likely a problem on your end. The error message sounds like it's a firewall issue. Have you checked it? Perhaps you accidentally blocked it. Check that you don't have the Windows Firewall buried under all your windows. Try port forwarding. Or unlikely, the update server is peer-to-peer, and your ISP blocked it?
I was in beta 1, 2, 3, and 4. This problem started for me right after the end of phase 3. There were a ton of posts on the beta forum but no solutions yet. Still no response and it is frustrating to not have a response yet. Tried everything mentioned in this post with no success. My ISP is Time Warner Cable.
Just started renaming the exe files and eventually it worked. I did not mess with av or firewall ports. Does seem like the deadline snuck pun se, nothing seems error free. Game works well so far, hope 21 and above work...
This is what worked for ME (did the stars align and servers worked after ten times without doing this? Could be.) [I tried it in with my friend's computer as well, same thing]
Go to Program Files (x86) > SquareEnix > FINAL FANTASY XIV - A Realm Reborn
Right click on the boot folder and uncheck Read-only > Apply > Apply to folder, subfolder and files
Do the same thing to the game folder
Try to update again.

Well I setup the torrent against my phase 4 folder, and it put it at around 65% (as in files already existing). Thanks, here's hoping to no issues. It's like we had the exact same thread during phase 4.

I'm in the same boat. Been trying to update game for the last 2 hours (Or when patch went live.) Constant error. Farthest i got was about 1/4 the way to completion then server stopped responding. This is getting really old. Ive had these issues since phase 2 of the beta. Every patch is a fight. Its ridiculous. I havent experienced any of the game server errors that others have, but when i wanna update my game oooh man... Come on SE DO SOMETHING PLEASE.

Have been doing google search all night. Nothing that I've found worked. I've tried EVERYTHING. Port forwarding, turning off firewalls, rebooting routers the list goes on. I'm at a loss. Don't know what the hell to do.
I've tried every suggestion made to fix the issue and I came up with the idea of creating a virtual machine of Windows XP SP3 using VirtualBox and it seems to be downloading it without issues. I'll just need to keep it around everytime there's an update. A solution that works, otherwise try finding other machines with installations of Windows.
