The heal it grants is very small for a 2-minute cooldown heal. And with a recast that long, I honestly don't think there's a good reason why it can't be more effective.
It wouldn't be imbalanced to give it a small potency buff. It's 2-minute cooldown would already keep it balanced. It's not a spammable skill like Vercure, and there's no reason why melee DPS shouldn't have a bit more survival than they currently have(plus it makes the game more fun).
So...pretty please?

Second wind is good enough for what it sets out to do. It's not supposed to be some reliable self heal, it's just a small safety net when maybe that one enemy that escaped the tank is on you or you screwed up and got hit by something before a raid wide, second wind can usually save you.
