Multiple servers now have little to no housing available for returning or new players. The new system of lockouts after a plot is abandoned makes it all but impossible to acquire one as it typically just gets relocated into by an existing plot owner or you are competing with a dozen other people spamming the placard with no indication when it'll work. Obviously you want to avoid flippers who purchase plots strictly to resell. Couldn't you just limit it to people who have owned the plot a certain amount of months? Housing is pretty much a major feature for a lot of people playing the game and its unavailable to many.

This major feature is available to you on multiple smaller servers.
Making reselling easier - aka: removing the random timer wont make it easier for returning or new people.
People were asking for absurd amount of gil (and even real money...) - amounts of gil that you, as a returning or new player, most likely wont have to begin with.
Letting people sell houses again wont magically increase the amount of houses in the game either - an overpopulated server like Balmung will never have enough houses for everyone, as long as they stick to their current system.
Being able to just throw (maybe even real) money at it, isnt a fix. -

Also it's rare that new players are able to even get on to Balmung, and generally if they do, it's usually alts or people that know the situation.

Trying to set conditions to allow certain privileged players to flip houses isn't going to solve anything. It's just going to bring back the old issues related to resellers (not that some of them don't still exist thanks to relocation not being subject to the timer).
If you want a house that badly, play on a world that has them available. We've got roughly 500 houses available on Coeurl and had about a dozen mediums for sale when I checked last week. -

Join an FC, get an FC room. Join the Balmung housing discord. I've seen people find houses just last week, you just have to put effort into it. Stop pretending housing is only an issue on Balmung. It affects places like Mateus and Gilgamesh as you have seen as of late. This also means people can't even have a shot at specific plots they want even if the current owner(s) are planning to move. I think flippers are a lesser evil than people just not having plots at all.

Its not like Balmung would have a greater need for housing because of RP but because your server is to full.
I like decorating houses, for example - there is no need for anyone to use them afterwards, I had a lot of fun spending several days placing and replacing furniture. When I was a child I had a dollhouse that I would only redecorate ever so often, but never actually play with. So a house on a smaller server can mean something indeed.
And others have already mentioned ways around your lack of a house for your RP - use an FC- or friends-house or look for someone who has opend their house for RP (with the new estate tags that might even be easier now!), get an apartment or FC-room. Roleplay as homeless person or as nomand. Join a smaller server that has RP going on aswell.
Choose whats more important to you - your own home or your RP-community?
I know this sucks but within the given system you can only for the way around it that works best for you. -

The house flipping way of old was great for established players, it was not new player friendly in the least bit. Seeing the second hand prices on the reselling reddit for the first time was incredibly discouraging. My former FC paid around 80 mil for a beachfront cottage. I ended up paying around 24mil for a cottage with a bad view and my two closest neighbors were empty buildings a different reseller was sitting on. As frustrating as the random timers can be, anyone who camps has a chance of getting a plot now. Within the last week and a half, there has been 1 open large, 2 open mediums, and several open smalls (with 3 being purchased by lucky people when patch went live this morning).
I haven't had a chance to enjoy the new patch yet, but the notes said that there would now be a way to identify both a house as a rp venue and what kind of rp it catered to. Regardless if someone has/does not have a personal, there are plenty of venues on the server. -

I'm also quite sure that the RMT-involvment in housing went down quite a bit since they added the timer - maybe they didnt manage to abolish it, but as far as I'm concerned any little bit helps here.
Please stop calling people "White Knights" when it clearly doesnt apply - no one here is saying "I LOVE this housing system! Its the best housing system EVER!", but we're trying to be rational about it and realise that they cant fix it with a finger snap.
No, the housing system isnt perfect.
But insulting people - wether its another player or SE - wont make it better.
The random timer helped to solve one problem. Personally I'm now keeping my fingers crossed that they're going to solve another, by potentially adding medium and large apartments. Yelling at anyone wont achieve that, however. -
