Where's the Rising Recruiter!?

Apparently it doesn't go live till tomorrow at 1500 GMT according to what others have said. Take that as you will I'm just going off others replies

Is there a source for this? Why would you release an event but not include the main attraction at launch? O.o

There’s nothing on the official webpage about delaying the instance, but there’s also no mention of the instance period. Rising NPC doesn’t say anything about it being delayed either.

What would be the point in delaying anyway??

It seems to be bugged

How to person stay there in the main cities than other person said just checked there is no recruiter good looking myself and can't seem to find the NPC that'll start it so either he is there and hasn't appeared yet or delayed I don't know.

From the french client of the game :

"the instance will spawn randomly during the event time period. To participate, you need to talk to the rising recruiter."

Basically, it's random ....

Yeah the recruiters haven't actually spawned I think. In every event plaza there's an empty space next to the attendants that implies something's supposed to be there.

Well I assure you this is the message I got from the NPC you can trade tokens with.
I really dislike that random part.

There's some rising recruiters in some servers.

Yeah, if the Recruiter NPC randomly spawns, that won't sit well for people who want to do the event, but don't have the time to sit and wait for an NPC to maybe spawn within their time frame.

I really don’t understand why this would be a thing in only the French client, is what I’m saying. Because the English client didn’t give that. So, for one, why put a message like that in one language but not another, and two, why delay the main part of an event/make it randomly spawn?

This makes zero sense to me.

I think it happened quite a few times in the past. Where one translation team adds more details than another. It happened quite often in patchnotes.
My bet is that the game is translated directly from Japanese by the teams, and not Japanese -> English -> French/German.

By the way I'm just sharing the information I found. I may make zero sense but that's just how it is. I don't know why I would waste my time and everyone's, sharing false information =/

It does say that in the English language version as well, though (edit: although, not really, it's much more open to interpretation). Check with the Rising attendant, any city: The Calamity Retold > Joining the fray. (edit: It's just not as explicit, just saying it occurs throughout. So, you're right there for sure.)
As for why random spawning? I have no idea. Perhaps they think that at some point no one will do it if it's open all the time during the event?

Alright, it seems like there is indeed no mention of the random thing in the english translation.

All ive seen from the npc is that the instance is available from the Rising Recruiter during the event no mention of it being a specific/random timed event. just wish the npc would spawn already

Not everyone has time to idle by the Rising Vendor and just wait for it to spawn. :/ I was looking forward to this after hearing about the instance thing, but now I’m just disappointed. Classes start up for me tomorrow, and I wanted to work on the event on my main today while I’m still free to do so; I won’t have the time to simply wait around for a chance at a randomly spawning NPC.

The vendor NPC seems to have spawned, but none of the Recruiters have, and all of the reports of spawns so far are just people making alts named Rising Recruiter

SE has obviously taken the stance that they don't want people playing the game. /s off

So all we can do now is wait?

For something to maybe spawn somewhere?

It's has you say. The event isn't even being very long (until the 14th of sept). Simply working might make it "impossible" to do.

What was the lead up to the siege of the cities during 1.0? I'm talking quest wise.
