I believe they said it would be either just before or after TGS, but it makes sense that they would want to get it out before so they have more to talk about at TGS, along with their 2.4 plans (probably doesn't hurt to get it out the same day Archeage releases either).
Why should it after TGS? It is not a main patch.

Nice catch! I expected it around the 18th, based on what SE was saying, though I assumed they would be late. This is a pleasant surprise.
It's the exact same wording they used to announce the 2.35 maintenance and the 2.3 maintenance, which both happened on the day of their respective patches (2.35, 2.3).
It was anticipated to be timed with TGS. This could have been a few days before or after the event.
If you haven't realized, they tend to time patches around RL events that they hold around the world, so it supplements what info they wish to share at these very events. Now that 2.38 will drop a couple of days before the TGS, you will see Yoshi-P mention information about said patch and then shift his focus to the next upcoming patch, 2.4. I can only imagine the way they time these patches allows them to start giving us more and more information about upcoming major patches, because the minor patches will never have to be mentioned again.
2.4 Will very likely be timed around the first Fan Fest, with 2.48 being timed around Japan's Fan Fest in December.

That's a long long time to be down for maintenance, even if you look at the least amount of time that those times could be (3pm to 11am). Remember, it starts on the 15th and ends on the 16th. That's a minimum of 20 hours scheduled downtime. o_o;
That looks like a copy and paste error. It's an eight hour maintenance. 8 PM on the 15th to 4 AM on the 16th, PDT. They probably just forgot to change both dates to say the 16th on the GMT page. Edit: Oh, and yes, they're both AM GMT.
O_o that is completely different from the link in the OP. Oh, NA and EU sites.. hmm. Jesus though.. 20 hours? D'what? For some reason it doesn't feel like the major patch dates were in maintenance that long (2.1,2.2,2.3), though I could be wrong. And this isn't even a major update.
Jeez. Makes me glad I work nights and work that Monday night, getting off Tues morning. Still crazy downtime, jeeeesh.

Not much info at all is so harsh!!! might be more than 800k? is it like fc housing or not? the plan is to have gardens, but it is delayed? all I want is my own space to garden, that is what I want most of all, a flower pot in my room, a garden space with personal house, a separate area for people to rent out with just garden plots all over the place, something, anything for just myself would be awesome, thanks!!!

Well, UTC were made for a reason. Let's use it so we can stop read multiple announcements with just the timing translated to local times.
As today, UTC is something any kid 13+ is able to understand and use.
will there be new gear. ilvl120 in 2.38~ 2.4? if so, say so! might stop going crazy with gear right now if its going to be easier in the coming patch.

Well, 8 hours is much better than 20, and it'll still fall during a time I'll be at work. So, its all good by me.

It has nothing to do with language (well, the specific letters used to abbreviate it do, but that's Latin, not English). It's about the way clocks are designed (which of course is in turn based on the way —well, one of the ways— hours were counted in medieval Europe when mechanical clocks were invented). Clocks have twelve hours on them but a day has twenty four, so the twelve hours repeat. That exists worldwide, as it spread along with the technology of building clocks.
The alternative of describing time by adding an extra twelve to the hour when it's PM is more widely used in some areas than others, but it's still an alternative alongside the more traditional 12-hour system that clocks use, so it doesn't really make sense to say other languages don't have the older system. The repeating 12-hour pattern will continue as long as 12-hour clocks do, and those are still used worldwide. Every place in the world has (and at times uses) both systems. Some places just use one more commonly than the other.
But anyway, enough on that. To add at least something that's on-topic, I'll just reiterate what a few others have said: We need more info on personal housing!

Does anyone think they're removing the Fantasia limit in this patch? ;_; I just want to be a lalafell.
Cannot wait to see what SE does for the Legacy servers. I can only imagine the three cities will be clouded by the fires, perhaps the servers too XD.
Please release instanced housing in the expansion SE. lol
