People built up expectations based on implications by Yoshida. You're right, there was little to go off of, but that is another issue with this situation. We were deliberately kept in the dark so that SE would have little accountability in the off chance that they had to implement their plan b - the current state of personal housing.
Yoshida did not admit to any mistake, he placed the burden on the players by suggesting that we misunderstood him when he explicitly stated that personal housing would be cheaper than grand company housing, not that personal housing would be cheaper relative to the current pricing of free company housing:
"While I cannot give a specific date on when personal housing will be implemented, I can say that prices will be completely separate from free company housing, and, naturally, far more affordable."
