Not everyone can live in the big cities, in the well developed countries (or at least, the richest ones). Just saying.

While i would love to get it all downloaded and out of the way, they're probably not ready to do that yet.
It's not as simple as flipping a switch.
Got a friend with a 4G cellphone, and do live in an area with 4G coverage? Then ask your friend to setup a hotspot or tether to your system to let you download the game, it will probably be faster. Even the slowest 4G network can download 1.4GB in about an hour, others do it in 5-10 minutes, according to this report
If I understand correctly, data like that found in Garland Tools (which I love) is obtained by data-mining the client. It is reasonable to believe that shortly after SE releases the new client for download, data-mining will begin.
Now, it seems SE has a policy of keeping some patch information back to prevent first-movers getting too much of an advantage; delaying the release of the new client until shortly before the servers go back live may be a component of that policy. In determining when to release the client, SE may be trying to balance typical download times against how quickly data-miners have been able to mine the client in the past, so that the data-miners are starting to get and present info about the same time that the servers go live.
Or maybe not. It's just an hypothesis.
lol. im excited for the new patch too and i agree as i "used" to have a very slow internet connection and downloading just FFXIV during ARR days took 29 hours to com plete so i can understand people with slow internet wanting it early so by time it is done downloading they can jump right in
Using 3gb of data on a cellphone would be pretty costly <.<
