No, I don't think people understand the theoretical underpinning for queue processing. They think by adding a wart here and there will improve the situation when it will do no such thing. The queuing problem is equivalent to network scheduling for packetized/cell switch networks. Just like no one want more lag/latency with their packets, nobody needs more delays in the DF queues. All this about pausing and increasing withdraw timeout is equivalent to bufferbloat. See:

All that does is create more complexity and more people stuck in queues. People that queue on the DF but then say they are not really queuing because they want to prioritize netflix, walking their dog, answering the door, crafting, hunts, etc. are not helping with the system being more efficient or the queues move faster. Given that there is theoretical limit base on the rate of tank and healer queuing, you simply can not go faster than that.
Notice how the queuing system is functionally essentially the same, and is fundamentally sound, before and after penalty. The penalty does not change how the DF queue algorithm works, it is meant to change player behavior, and for the most part the penalty is doing a reasonably good job at that. What is so unreasonable about asking people to behave better (have some common sense and promote the common courtesy) so that the system works better for everyone?
