In sociology, this is considered to be a common and natural group dynamic. People sometimes complain about it, but it's usually because they're scared that they will be the ones to end up getting the short end of the stick (and I do know how that is, yet I still understand why this occurs). And there is the fact that some people actually want to get away with being
antisocial. Either way, society has always been about isolating the behaviors that the group finds problematic and using guilt and shame to either scare the offenders away or force them to get in line. It's distinctively human, and it's not going to change any time soon, if ever, especially since it has served humanity so well up to this point.
