Occult Crescent lacks all of that, because Phantom Jobs aren't consumables in the same way, let alone consumables that can be sold on the marketboard. Forked Tower's entry requirements and currency requirements are the only reason a Forked Tower raider has a reason to spend time in South Horn.
My guess is that that's what SE was thinking. This is one of those situations where they shaved off the (potential) annoyance of re-acquiring consumables but didn't fully think through the downstream consequences.
