Yes it does. You can't tell me Latency when I run on a toaster that barely chugs at 15fps. Dusk Vigil, once behind a pillar, locks you against it. Even if she tugs back, you would not be tugged. you're locked behind it.

Garuda pillars =/= lock
Dusk Vigil = lock
Unless I'm crazy and remembering it all wrong (it's an old fight after all) the Griffin Boss of DV has a draw in attack just like Garudas. You get behind a pillar, and you are safe from being pulled into the tornado the Griffin causes. Garuda does not have the safety barrier, so you have to time it or get lucky.
I've been struggling with this as well. I've managed to win thanks to powering through, but I'll be glad when I am done doing the events on my alts. It may be my system or lag or what, but half the time I die to her ult, and the other half it brings me to triple digits so I have to run around while I WoL regen and hope I have enough health to survive the next stack mechanic. I personally feel like its not a skill issue, since I don't normally have issues with fights at all, but something about the fight does not play well with that attack and my situation I guess. Even waiting and watching her bar doesn't seem to really affect if i live or die for that.
.. I don't understand. Did everyone miss the part where they TOLD you to use the warp to get out of the AOE? You can basically spam it on the pillars to avoid her big one.
The whole fight uses common mechanics and Noctis even explains them if you mess up. The only new thing is the warp strike which he demo's for you.
I did the mechanic in question incorrectly as DRG and survived with 5% hp and still won the fight. Killed Garuda and Noctis still had 30-40% hp.
I am not a bad player and I did not have any problems with the fight before that or the fight itself. But I still needed three tries because seemingly the AOE still counted me in it even when I was standing behind the pillar when it hit. I did nothing different each time and yet somehow on the third try it was fine. So this is not about being bad. Its just about a timing that is not told beforehand. (And that depends on latency too)
You really can't, tho. That's the issue everyone has. It's on GCD (pretty sure) so you can't just use it instantly over and over; there's a few moments of waiting between use. And if you're trying to spam it but you get pulled by the last draw in immediately after you've warped, you're really not left with enough time to get away to avoid fatal or near-fatal damage. And evidently latency issues compound the problem.
I mean.. you can't warpwarpwarpwarpwarpwarpwarpwarpwarp but I avoided it just by triggering it every time I heard the "BEEEOOOooowww" suck noise. I've always got crap ping too (I live at least 2k+ miles from any data center) , I couldn't do Titan extreme till they toned it down because by the time his AOE's showed I already got hit. In this event I've done it on 3 characters and never wiped once.
The wait-until-just-before-cast-completes method worked best for me; but I think the encounter may just be a little bit buggy, period.
I first ran it on my Warrior, to learn the order of the mechanics. Screwed up quite a bit figuring things out, but just plowed through it. I then ran it on six other toons, all of varying jobs and roles, with no trouble at all.
When I got to my eighth and final character, my little Ninja? Died four times, all of them to the draw-in. Tried the usual timing: Splat. Tried the "pulse" version of the timing, described above: Splat. Tried leading the cast completion a bit, to allow for any latency problem I wasn't seeing: Splat. Clearly escaped the cast and draws, and was in fact standing fully behind the pillar when it completed: Splat.
I only finished it on the 5th try, when I got lucky and managed to live through the blast damage with a sliver of health remaining. YMMV, folks, and it may vary a great deal.
The problem is all solo fights are made for the highest SB stuff. With regular 50 stuff... the fights last but last... it is so loooong boring.
Seriously SE the two fight are long and boring, don't give so many HP to so boring bosses. We don't wipe because fights are hard but of the ridiculous high HP of bosses and ridiculous Noctis DPS. We fall asleep of routine. Shorter, maybe easier, but funnier! fight would have been better.
That's because you have to time your attacks with Noctis in order to deal a lot of dmg to Garuda. Doing link strikes speeds up the battle a lot.
As for the OP problem, have you tried going to the monolith opposite to the one that Noctis jumps to? It seems that's the one you have to jump to, also stay behind the monoloth before the AoE goes off. That's how I survived and I also had a lot of trouble with the fight till I tried that.
If you still have problems after that, try posting in the bugs forum.
That's not quite true - you get the ilvl 90 left side from your level 50 job quest, which you should be able to do as soon as you hit level 50. It's in the coffer that is part of the job quest rewards. Right side and weapon, you either have to purchase or do quests to get them.
To be fair, I kinda rush my alts. I suppose I'm confusing with the right side and 110 we can get through MSQ before HW. I solved the problem buying NM or HQ gear sold for cheap on the market. A ilvl around 90 is pretty enough, 70 is a bit short, especially for the boss in East Shroud. Now there are less lags, Garuda is easier.
