Well the only way you know this is parsing. Which has nothing to do with enmity bar. Be careful or you will get banned, it should be personal info not to point out how bad someone is doing.
If you all know each other talk over TS type program and everyone is using parser to improve them self fine. ALSO this is EndGame Raid t9 and if it's a static it's a different issue again.
Talk to the leader and have the weak link kicked from the static and replace. You all have a common goal and this person is holding you back. There are dummies to try stuff out show them one.
DPS should always be viewed in a line graph.
There is no need to parse people on the DF or PF. It will be obvious if they don't know what they are doing. If it is your static and raid group, you already know what to do with your friends. It is none of your business to dictate to newbies, newer players, and complete strangers what they must parse. Not only that, they can report you for abusing a parser and rightly so.
The impact of the low DPS can be felt in the way the fight is progressing. Enmity generated is abysmal and does not budge from #8 at any given time, save for during the wiping process. Parsing confirms suspicions.
As for caution, I'm not the only PC player in our group, so therefore I am not necessarily the origin of these results.

Warrior tanks can do a pretty good dmg AFAIK. Can you post the iLvls of the player in question, the other DPSses and the tank?Quote:

This is definitely something I struggle with as well. From learning about all the classes and knowing the max potential of each one based on gear, it makes it hard to contain yourself when you see a baddie.
Not to the degree of, hey you're only doing 380 DPS and you should be 410, but 100-150 DPS below par.
I find those are the hardest to approach. Not talking about DF/Dungeons cause who cares about that, but in actual endgame content.
I dunno about you guys, but what I do is talk to them like they're 10 yrs old, or like some dude in a commercial
"Hey dude, wanna know how to PEW PEW HARDER LIKE A REAL MAN!? Then try this! <insert something useful to improve his dps here>

It is obvious they are not playing their job correctly. If you can't out dps your tank, its a fundamental issue.
At some point you are going to have to bite the bullet and tell them their DPS #s. The only thing I can suggest that might soften the blow is to spend some time with them with your parser (or whomever you know with a parser), and give them feedback as they try new rotations.
"Hey man, you are super cool, we get along great and we value you as a tank. We definitely don't want to have to do anything like let you go, but we need to put in some work to get your DPS higher. We are just going to be spinning wheels on this fight until we can fix that."
My only concern with this topic is that a RELATIVE measure is being used to attribute ABSOLUTE value.
Again, if I'm i102 but every other DPS in my group is i115+ I'm gonna deal a lot less DPS than everybody, and that doesn't make me an awful player.
