Cahciua certainly seems to have all her memories and emotions in tact, and actively makes the decision to somehow (never explained) operate a machine in our reflection. She makes the conscious decision to shut down the Endless, which makes no sense seeing as she herself is the most sentient out of all of them.
The point is, whether you think the Endless are alive or not doesn't really matter. They clearly had the capacity to be more than just AI, but the writers are uncreative hacks who don't know how to write deep meaningful plot points.
