Is clear rates over the total population? If so, it just means NA has the largest non-raiding population as well.

So I have been playing on Adamantoise for a long time. My husband and I just got SHB, and I was excited to make a Viera dancer. But I can’t! And I can’t make one on a different world either, since you have to have a level 70 character in order to unlock the quest. This is extremely frustrating.
If you were making a new one you would have had to level something else to 60 first anyways... unlocks are per-character, not server. If you really want to make a new one, the buff from making a character on one of the preferred realms can get you to 60 in a few days. Aside from that, Fantasia is cheap.
Yes this is very true. I didn’t even think about it that way. (Pardon the tired mom brain. Have a new baby at home.) But still, no Viera for me. My husband suggested a race change, but my Mi’qote has been my main character from the beginning. Sighhhhhh.

For comparison sake:
JP servers are considered congested at just over 6400 active as of the same time. (There are no standard servers above that number).
There are 6 EU servers over 10k population (Roughly half of those servers are above Mateus in population, and are standard, and half are 7100-9600 and preferred).
Note: since then, every listed server is up roughly 3200-3500 active players as per ffxiv census (though we wont have an accurate comparison until we get luckybancho's compiled stats for the first notable shadowbringers achievement, as its still tracking 4.1 as active).
Surprising nobody, the SIGNIFICANT difference in server numbers correspond with a SIGNIFICANT difference in what is considered too populated, and there is no correlation across regions with total or active population and congestion status (All but 1 JP server would be preferred and every EU and NA server would be congested if the distribution of congested/standard/preferred followed the distribution of population).
I guess that means they take into account the availability of servers. The more servers, the fewer number it takes to be labeled congested.

Welp, Aether has opened up! As I figured, the servers weren't anywhere near as congested as everyone was trying to make them out to be. Glad that I can finally play this online game with my friend!
My belief is that crystal was the lowest population and SE wanted new players to go there first. So, they locked down the other DC since they kept the higher populated servers there minus Balmung.
Now that people are back to working and not taking time off and most have started to complete the MSQ, they are undoing the manual status. As I thought, my server really wasn't congested because I only ever saw a queue of about 120ish at about 7pm CDT.
How come they don't offer free transfers off of Aether if it is this congested?

Leaving the data center open, creating a bad time for the people who were already there, is an even worse idea. There are free transfers with extra perks being offered to get people off of Aether at the moment. You could always look into one of those.
Welp, Aether is open now, so thankfully people can actually create characters on it. I don't think anyone will be getting free transfers at the moment, because it's only for Congested -> New or Congested -> Preferred.
While you can transfer your character from an Aether server to another server that is not Congested, it will no longer be free, since both your Current Server needs to be Congested and your Target Server needs to be New or Preferred, and there are currently no servers that are New or Preferred in NA.
Well Aether's more open, but now all but two servers on Primal are congested.
Inconveniently right on the day my friend's friend who'd been planning to join us on our server was finally able to get the game working after some download issues. Guess we're uh... gonna be world visiting them for now?
