Well I am not sure how much work it takes to redo it. But dropping the timer to 1 minute seems more reasonable to me. Some people use the system so you can't kick afk people. Or that you can't leave an instance. If everyone kills the boss then 1 minute is not unreasonable amount of time. 8 man high end raids are mostly on chat anyways so they should be ok. They are the only ones who might discuss moving rewards around. You pug need it, it is yours unless some deal was made. So no more then a minute still is fine.
Whats so bad about waiting 5minutes? 1 drop will not push your dps or improve your characters stats by a margin so big to be relevant in the next 5minutes.
It's only 5 minutes. And then another 5 minutes. And then another 5 minutes.
Some people are jerks and will purposely not roll, hoping you'll leave the instance so that they can get it. There is no good reason for the system to make you wait until someone who can't even win against you lots.
There is a reason why some people do not instantly roll on loot. I explained that reason, you may not like that reason but it is there because people abuse the vote kick system which led to people taking counter measures against such abuse. The only other two reasons why someone would not roll instantly is because they forgot or they are trolling. I guess there is a third which is they DC'd and the timer allows them to not lose out if DC after boss goes down and/or chest looted.
I doubt the OP has been trolled that much by people doing such, most likely it is people who forget to roll which is easily solved by reminding them or it is people who are only doing it because they have suffered at the hands of douchébags who vote kicked them prior to the following boss or looting of the next chest in the past. Is the system perfect? No, but there are reasons why some people do not roll instantly which is for a good reasons, one reason why someone does not roll instantly which is easily resolved by asking them to roll and one reason which is bad and that is trolling of which there is already a timer (5 minutes is not a long time) which reduces the impact of such people. As someone else also mentioned which occurs is people sometimes DC (I have DC'd at the end of a boss fight too) and the current system allows them to log back in before timer ends so they do not lose out.
The system does not need changing.
If it isn't broken, don't fix it.
I have seen the current system benefit someone that had their game crash when the treasure chests where opened.
When you DC, your name grays out and the server also seems to lose track of your job/class?
Because of the 5min timer, he was able to log back in and compete for the loot which he probably would have lost to the other tank as the other tank would be the only tank in the group when he DC'd.
There's already a time limit, it's not like you are waiting forever.
