This is all assuming that people who do itemlevel cheesing would do alliance roulette if it wasnt possible. I wouldnt be so sure about that tbh.
This isn't the case nowadays. I've had Oborrne Monastery as my roulette result multiple times since Endwalker launched, only one had a wipe to TG Cid. People are more competent now that you're giving them credit for, and we've had gear progression and stat squishing making even more of these older raids easier.
This is all that needs to be said on the matter. Either the higher level raids need to reward substantially higher exp, or they need something else to make them worth doing in the roulette or people just aren't going to do them; and trying to force people to do them is just going to make people try harder to evade that by doing things like going in naked and then swapping their gear once the raid starts.
How exactly would you stop it? Remove the item level check and let people queue in with terrible gear? Seems like a recipe for other sorts of disasters.
About the only reasonable fix I could think of would be to adjust the scaling on the ARR Raids so that you don't absolutely dumpster them, but I'm not sure I've ever seen SE intentionally make something *more* difficult.

I hardly even run a alliance raid roulette not worth it. Not sure what your complaint is everytime I run it have a faster queue than do for the msq roulette. If your complaining about others not carrying you though your raid story that selfish to think others should have to carry you.
