There was a response in the Tech Support forums here:

Hello,
If you are receiving an error 601 or error 401 when attempting to update your payment method, then there is an issue where the financial institution is declining the authorization attempt. Unfortunately, as SQUARE ENIX is not the financial institution, we are not provided with any information as to why the authorization was declined, only that it was. Please confirm that all billing information is entered correctly on the SQUARE ENIX Account in question. Please also note that once an authorization has been rejected, that form of payment cannot be attempted again for a full twenty-four hours, and any further attempts before that time will automatically be rejected. If you would like further information about this specific authorization attempt, please contact your financial institution. If you wish to begin playing immediately, please choose a different payment option and payment method, available through the SQUARE ENIX Account Management System.

GM Bublex
So it seems like it is the CC companies rejecting the transaction that checks if your card is valid/that you have funds, unless I'm misunderstanding.
This is a load of crap. (The GM's response, not the player quoted above.)
You mean to tell me that, all of a sudden, hundreds of users with a variety of credit cards from various financial institutions all have the exact same problem at the exact same time? The common denominator here is the SE Billing Department.
BUMPED.....wouldn't take payment last night so I called my bank. this is SE not your financial institution. today sat on hold for over an hour to be told to do the whole ultimate game card and crysta thing....yeah crysta still hasn't hit my account. once again im surprised by the crap support SE offers, should be used to it by now....thanks Im out $30 I want what I paid for and not have to hunt down a way to contact you people.....pathetic
After getting both 401/601, I went to my local bank (PNC) to check to see if anything was wrong on their end. Or if they could remove the charges since SE took 3 $1 transactions out and magically $50 disappeared, yet I have no active sub or Crysta. PNC told me that there was nothing they could do - nothing was blocked on their part and since I put in the information at my own accord, they couldn't remove it and I would have to talk to the company itself.
Which is impossible after waiting over 5 hours yesterday on live chat support in 2 different queues just to have it tell me there isn't anyone available to talk to.
-.-
My bank said the same thing others has, there's nothing blocking on their end and there's the three $1 charges on the card so we know there was an attempted charge. Then SE says it's the bank and to try crysta and ultimate pay, and there's nothing they can do about the charges. They should just disappear. So I try to buy crysta.....error 401. This is becoming a real nightmare. All i want is for someone to take my damn money so i can play, but i'm not going to jump through hoops that i've heard you have to for ultimate pay.
I usually laugh at people who say this, but if this isn't fixed by the weekend i'm going to call my bank about a charge back for everything from SE to include the game. I'm clearly not getting what I paid for here, or want to pay for.
So after waiting 2 hours I'm told there's nothing they can do and that the initial fraud lockout was 48 hours and since I tried again today it added another 24 hours. that's a total of 72 hours I have to wait till I can try to sub. WTF! Then the agent disconnects as i'm asking them why we're told to contact them if there's nothing they can do. VERY UPSET right now.
Seriously this is beyond insane.
I've heard people state the Paypal doesn't work for them through Ultimate Pay. Are you trying to pay with a credit card through Paypal or are you using a Paypal account connected directly to your bank account/checking account?
During 1.0, I ran into a ton of payment problems and it seems it's continuing into 2.0... not exactly good for publicity.
My only suggestion to fix this would be (and this is the only thing that worked for me) make a Paypal account, and link it directly to your bank account/checking account with the account number (not the credit card/bank card number).
Crysta will be your payment method but you have to add it to your account before the transaction process, so instead of the Mog Station, go to the Square Enix Account Management System here: https://secure.square-enix.com/accou...n?cont=account add Crysta to your account through Paypal and make sure you select to pay through your bank account.
After that just pay with crysta normally through the Mog Station. There should be no 401 or 601 errors because only paypal is interacting with your bank account, not a credit/bank card.
I'd just like to ask, has anyone heard of 3D secure? Apparently back in the Play Online days they switched up their payment method for credit cards and bank cards. They would only accept "3D secured" cards (I didn't have one and as a result I stopped playing FFXI for a couple months) and anything else like standard bank cards, prepaid cards would not be accepted and would return errors 100% of the time.
Somehow I think they're still using this system or something similar and that's why people are having having this problem while others are completely fine. I highly doubt it's your bank (although this could be the case for some people), more likely it's SE's middle man or security process. =\
I have the same issue. There was another post closed by a mod that said that it had to do with the financial institution.
I called the bank and I have enough money on my credit card to make the transaction.
I tried all day, using the mog station and adding crysta... at the end it seems SE do not recognize my credit card.
I ended up buying with my credit card one of those prepaid gaming cards and adding crysta via ultima play... which was really dumb since I ended up spending more money, because of the transaction fees charged by third party systems.
Im glad to see im not the only one with the issue..
I had the same issue and was advised by ultimate play rep to get an ultimatepay card. they are not going to fix the way they are handling transactions. i ended up getting a 100 card from offergamer at the price of 90 + 2.26 surcharge. Hope it helps for those that are still having problem with this. Can't edit title error..error.
I want to say thanks to all the people who have posted their advice in this thread and the other one in the Tech. Support forum. I have had this problem since release and have been following the advice of other people as it came in. You have been more helpful than the troll-ish Mod post in the tech forums which offered no support or ways to fix or go around the problem (eg. Tell us what to say to our financial institutions who are supposedly blocking us, put the error code in the FAQ on the account site, etc...).
I am currently overseas kinda isolated and everything I tried doesn't work (Kittra's workaround seems to be good but Paypal doesn't offer me the option to pay with debit). The only way that seems to work is buying Crysta using Ultimate Game Cards. My account is under the 48 hour block (48 hours according to the Playspan FAQ) and it's a long way around, but it still worked.
I bought the Game Cards from this website: http://www.pcgamesupply.com/index.php. They allowed me to pay for the cards in the currency of my choice and I had no problems using my credit card which SE and Ultimate Pay declined. Follow the instructions and you will have your card in about 5 minutes. Note: You will have to enter your phone number and have them call you immediately to verify your purchase. It was harmless and simple.
After you get your card PINs, go through the Mog Station system to add Crysta according to the amount of money on your game cards (eg. I added 7000 Crysta because I bought 1 $50 Card and 1 $20 Card). Go to the Ultimate Pay option and it will bring up the menu which I'm sure many of you have seen. I used my current country as the country setting and selected "7 More Options" and then "Ultimate Game Card". Punched in the PINs for each card separately and it added the Crysta with no problems.
I hope this will help those who are overseas and can't get their credit cards to work. As stated before, it is a long workaround but I figure it is the only way to get your account paid off as SE doesn't seem willing to change anything at this time.
I'd just like to say, I checked this out and you're partially right. Paypal does not allow you to pay with a debit card through SE's checkout. However, you can go to www.paypal.com, and after signing in you can go to "Profile" on the options bar at the top of the page, then select -- Update card. It gives you the option to add a new debit, credit, or bank card in this section, which you can then use to pay (with Paypal) on SE's Account Management page for Crysta.
This method might be subject to the errors others have been experiencing though (I have no real way of knowing) as it actually uses your card instead of having direct access to your checking/savings account.
It is a way though, and if you have no other options left I'd suggest giving it a shot. It just seems like less of a hassle than going out to a store to buy an Ultimate Pay card, which some people have been reporting as "wonky" when trying to purchase Crysta on the Mog Station. =\
*EDIT* In fact, it might just be the Mog Station itself that is experiencing errors with payment options. I'd highly suggest going to https://secure.square-enix.com/accou...n?cont=account with your Ultimate Pay cards (if you have them) and try paying for Crysta there. At this point, the SE Account website is the only place I trust to make my payments. >_>
If anyone who was previously getting the 401 and 601 errors finds any of the methods listed in this thread (or others) to work, I'm sure we'd all appreciate some feedback on how you did it.
In about 30 more days (minus a few really) we're going to have a bunch of players new to FFXIV:ARR experiencing the exact same problems we're all going through now and I'm sure they'd like to have somewhere we can point them to sort the issue out. =)
I kept getting this error so I went out and bought the ultimate game cards. This worked for me. I just think it's stupid that if you screw up once it locks it for 24 hours. It should be 3 times at least. I also think that they verify you using your IP it's just a hunch because my husband and I play and they probably think we're gold farmers because we're coming from the same IP. If an entire family plays I have no idea how that is going to happen. If someone has more then one person playing this game in their home have any of you been successful with getting all accounts to work?
Thank you so, so very much! This method works for me, and it /should/ work for others aswell! The site is trustworthy, and this out of all the methods; worked for me, as I am currently overseas. And you can use any credit or debit card on the site.
Thank you again!
Bump.
I got 90K in game and after I couldn't connect. It was automatic paiement, working fine til today.
I tried to pay with my VISA and got 401'd.
I had something else to renew on another website/service and my VISA is working. Please fix this...
im getting 401'd..has nobody got an answer for this?!
I still keep getting The following: Error Code 401/601
i tried to Register My official Visa card. @ Mog Station only winding up getting Error Code (601) But when i want to purchase and, or update my account i get Error Code (401) i can't even buy things @ Mog station :/ such as Fantasia.
This was going on during the New years for me. i thought Square Enix would resolve the issue. it's January 10 2015 Today and still nothing.
my account just recently went down this morning. i went out and brought a pre paid Visa/Master Cards $25 Both/each kept getting and Same Error Codes (401/601)
so tomorrow i guess i'll go to Square Enix online Store and purchase One of those "Game Time Cards" via Email. That way i don't need to wait for SE to ship the actual physical Card. But rather Email. I want to play the game NOW!
DAMIT! SQUARE ENIX TAKE MY MONEY!!!
I've been getting those errors since I first started playing. My only solutions were to use steam wallet for optional items, and time cards for play time.
I actually posted this again today in the tech support forum. My sub comes out just fine on the same card, but when I go to buy something on cash shop it declines it every time. Can we please get some paypal love?
I just encountered this error today. If you are running Chrome and use a script blocker, temporarily turn it off. It's not letting the payment run through. I had the site whitelisted, but it didn't stop the 401 until I actually shut off the thing.
Sorry for raising this thread.
I had to change my credit card last sunday, so far no problem.
But yesterday i got a refused charging (it was my fault for not waning my bank about charges from out of brazil sites) and after that i cant get to subscribe another card i only get error 601.
Anyone can help me with that?
I had something similar happen before. There was only 1 solution for me; buy a gamecard and top up 1-2 months, do not try to register a new credit card during this period for at least a month. After about a month and a half, I was able to register my card with no issue.
I think the issue has something to do with the payment gateway where your details are temporarily blocked for a period of time. I did contact support on both ends with SE and my Bank, no issue was found on both ends. But the problem insisted.
it happened to me as well last year, it is blocked because you proibably didn't have enough money for the last payment maybe. Remember, if you want to buy lets say phantasia potion it is 7 euros yes but you need to have at least 8 on your card, not 7, something. Just don't try it again because every other attempt will block your card next 24 hours. So because i tried that one time like a billion times and it didn't work it was probhably blocked for like a month lol. So i e-mailed the support and they fixed my card in 2,3 days
I've been having the same problems too. Tried setting up a recurring sub, and I got 601'd with two different cards.
Worse part? Time cards aren't available where I live. I looked online, and they're around $50-$60, due to currency conversion and taxes. (I live in Canada)
I put a msg in with squeenix...that was Sat. Turns out, they've been closed for the holidays since then.
I've tried disabling adblocker and nothing. Gonna try one other card here, and if that doesn't work...I'm SoL in regards to playing FFXIV, until they decide to release more time cards, and if that's being phased out (according to rumors it is), then I'll have no other option, but to close my account out. :(
The 601 error is a boilerplate error that seems to be thrown up most commonly when something is preventing the Mogstation/SE Account system from processing the card details/payment. Often this can be as simple as your web browser that you are using to access the site is blocking a special security script that is running in the background from functioning (and which is required by the Mogstation, as this script verifies that your card is legitimate and not stolen). Usually it's a security addon in the browser or the browser's security settings are too strict which causes it to be blocked (Firefox is particularly notorious for this issue.).
The fact you had two different cards throw the same error seems to suggest it's your browser causing the issue. Unfortunately these sorts of errors become a process of elimination when it comes to trying to find a cause and solution.
What browser are you using to access the Mogstation? If it's Firefox with the Noscript addon, disable Noscript for that page completely and try it again.
