What it sounds to me like is that when the full scale beta is in place, 1.0 servers shut down for good and if you want your FFXIV fix you play the 2.0 beta. In the beta it will be like a proper MMO beta, the character you make cannot be transferred over to the live game. Meanwhile while the beta is in progress they will be actively working on porting your existing character and its data over to the new servers so that there is little down time between when beta ends and the new live servers begin. The beta will last till 2.0 is ready for the live servers, and your characters will be locked away till that happens. When 2.0 beta ends, there will be a period where neither the beta or the live servers will be up, it won't be 1 day, but it will come up as soon as possible. (Maybe a week or two or less). Basically most of the down time will be in the background if you are playing the beta, but as far as your characters are concerned, you aren't playing them again till the official 2.0 servers go live.
In other words, January/February or whenever the 'beta' ends.
