There is the fact that SE themselves admitted they had time to make 1 race with 2 genders and they did not want to add any more races after that due to the amount of work it requires given the ever increasing numbers of gear that is being introduced into the game. They had a lot of calls for a beast like race and just as many for Viera which in the past were almost exclusively depicted as a female race be it FFT or FFXII.
So they decided to implement the Viera and implement a male beast like race to fulfill both calls for a beast like race and for Viera. Maybe in the future since they wont be working on any new races to add in expansions we could get Female Hrothgar (since Hrothgar were made to look like Ronsos and they had females depicted) and Male Viera (who based on what I have looked up have never been depicted only mentioned). Though I kinda doubt it.
Why are people upset about the gender lock ?

There is no such thing as a male Viera. The Viera are able to mate with males of any other species but all of their children are Viera. It's just how their genetics work. This is possible because they live in a world with multiple other races. They have simply just evolved to have longer lifespans and don't have as much of a need for children. When they do, they need only a small amount of genetic material to produce offspring. This can come from most any other sentient species as this is a fantasy world. I've no doubt the multiple races can intermingle as they have developed on the same planet. We don't see any mixed race characters in game because they take on the dominat traits of one of the races and not a 50/50 split like our basic human concept of genetics works. Just as the Viera are demonstrating. It is possible during a calamity that a Viera could take on the role of a male partner in a worst case scenario. This is where the myth of a male Viera comes from because life finds a way and all that. As for female hrothgar... They already exist, they are simply indestigunishable from the males due to their stature and hair... Much like dwarves with their beards.

Err, no I'm afraid that is the direct opposite of how it works. On twitter people have posted screenshots of how the Viera/Viis of the first are facing extinction due to many of the males being slain by sin eaters and of one that saves a female in the forest that the player doesn't see. They exist and unlike the Au Ra/Hyur/Elezen mixes that I am aware of, they seem to only be able to reproduce within their own race. A quick google search for FFX Ronso will show more or less what female Hrothgar look like, and they are clearly distinguishable from their male counterparts.
I don't know anything about 1.0 other than its battle system on youtube looks painfully slow but it probably did bother people that there were missing genders then as well. -

The fact that neither released gender is even completely done with hairstyles and head gear just goes to show how difficult it has been to implement the two genders we got. Did we really need to hit the hornets nest again???? SE had time to make one female and one male race. They decided to add the two most asked for races and only do one gender for each as a compromise since they don't plan on adding anymore races to the game due to the amount of dev time they take. People are mad because they feel they deserve something they were never promised.

It's never ever been received well in the west.
I can tell they did their best to get things out the door, but the character customization is extremely limited for what they are and I hope in time they certainly expand on it, including putting the other genders in. It's silly to not have them. -

It could be worse. They could of turned this into Tera, and limited Jobs to certain genders, but be grateful they haven't.
Don't worry though. When the next Calamity happens, and these servers shutdown, and we get introduced to another whole new Final Fantasy Online, maybe then everyone on both sides can get what they want (Genders of either race, Solo content, No more durability, No more level sync or worrying about parties), and can just play how they want.
After all.... Third times the charm right!? -

Using the Lore as means to explain the reasoning why we don’t have the Male Viera or the Female Hrothgar, is not the correct way to go about it. The lore of a game should be the basis of the events that happen within the world and set boundaries, indicating how far they you can go story wise and aesthetics.
The team can always decide to stretch these boundaries, if they want to make a point across with the story, or even rewrite parts of the lore based on the direction they want to go with the story.
The story behind the Viera and Hrothgar dates back to the 1.x era, where we only had the same races we had back in FFXI. The only main difference was that the names of the races were changed and that the “Galka lost their tails”. The community mentioned that they hated the gender locked races and they wanted a male “Mithra” (Mi’qote) and female “Galka” (Roegardyn).
When Yoshida took over, he made a few polls (after they announced the development of “Version 2.0”) for players to fill in, where he would ask questions regarding the current systems and future of the game. Things like, if we would be ok if the game/world would change dramatically, if people liked the current jobs and which races we would like to see.
The community back then said that they wanted Demi-human races like the “Viera”, but also races of mixed heritage. Back then we thought that the main reason why the “Demi-human”-race was selected the most, was due to the fact that they mentioned “Viera” as an example. But, Yoshida said that he didn’t necessarily mean that they would introduce the “Viera” because of it.Quote:

When it comes to development, nothing is really set in stone, so plans can change along the way. As it stands, Yoshida mentioned that this would “probably be the last races” they would make. This doesn’t mean that they will never make more. By supplying them our feedback, they can still decide to make the missing genders for the Viera and Hrothgar.
Long story short; The main reason we have these 2 new races, was due to the “limited” amount of resources (time, manpower, etc) they had during the development cycle of the Stormblood patches and Shadowbringers. Not because “the lore said so”.
If you really want male Viera and female Hrothgar, just keep showing your support for it in their respective threads.
